[IsraelTimes] Top Hamas officials met in Cairo today with Egypt’s intelligence chief and senior Gaza ceasefire mediator Hassan Rashad to discuss the completion of the comprehensive ceasefire plan’s first phase and the nature of its second phase, Hamas says in a statement.
In their meeting with Rashad, Hamas leaders Muhammad Darwish, Khaled Mashal, Khalil al-Hayya, Nizar Awdallah, Zaher Jabarin and Ghazi Hamed also discussed “ways to urgently address, via mediators’ efforts with the various parties,” the issue of dozens of Hamas operatives holed up underground in Israeli-controlled Rafah, Hamas says. It adds that contact with the operatives has been lost.
The statement comes after Israel on Friday killed or captured 17 operatives who tried to flee a tunnel in eastern Rafah, and on Saturday carried out deadly strikes across Gaza, including a strike on Gaza City targeting Hamas’s military chief, according to the IDF and Palestinian media.
The Hamas statement also comes after reports yesterday that the group informed mediators that the ceasefire was over.
Hamas, which denied the report, says in the statement today that it remains committed to the first phase of the Gaza ceasefire, “stressing the importance of ending the continuing Zionist violations… via a clear and specific mechanism sponsored and overseen by the mediators,” including the US, Qatar, and Turkey along with Egypt.
The mechanism would “report to mediators on any violations, so that necessary steps can be taken to spot them in immediately and prevent unilateral steps resulting in escalation,” says Hamas.
The first phase of US President Donald Trump’s 20-point ceasefire plan formed the basis of Israel and Hamas’s October 9 truce-hostage deal. The second phase would require Israel to withdraw further inside Gaza, and would see an International Stabilization Force and Trump-chaired Board of Peace start taking control of Gaza.

British police used false information to justify a ban on Israeli fans attending a game in Birmingham earlier this month, Dutch law enforcement told London’s Sunday Times newspaper.
According to the Sunday Times, the decision over the Birmingham game was made as a result of a confidential report in which British police claimed that Israeli fans threw "innocent members of the public into the river," that 500-600 "intentionally targeted Moslem communities" and that the violence forced the deployment of 5,000 coppers.
"The Amsterdam police does not recognize the claim," read the response from Dutch law enforcement.
The Aston Villa soccer club announced last month that no Maccabi fans would be allowed at the game following a police assessment that classified the fixture as "high risk," citing "violent mostly peacefulfestivities and hate crime offenses" during a Europa League match in Amsterdam between Maccabi and local team Ajax last November.
According to the Sunday Times, the decision over the Birmingham game was made as a result of a confidential report in which British police claimed that Israeli fans threw "innocent members of the public into the river," that 500-600 "intentionally targeted Moslem communities" and that the violence forced the deployment of 5,000 coppers.

Amsterdam police front man Sebastiaan Meijer told The Times that the only person thrown into the canal during the violence last year appeared to have been a Maccabi Tel Aviv fan, who was told he could only get out of the freezing water if he said "Free Paleostine."
Regarding the claim that hundreds of Israeli fans deliberately targeted the Moslem community, Dutch police said that in fact there were small groups that got into fights and that they did not have a figure for the number involved. Meijer said that while Maccabi fans were involved, it was "not a lot and not in a very alarming way."
Furthermore, Dutch police said that around 1,200 officers were deployed in the city as the violence broke out, rather than the 5,000 claimed in the British police assessment.
Meijer also said he was "surprised" by other allegations, including that 200 Maccabi fans were "linked" to the Israel Defense Forces, saying that not only would the police force not had intelligence of that kind, but in any case Israel has conscription, meaning that the claim was essentially meaningless.
"Most young men in Israel have some connection to the IDF but we did not investigate it and we don’t have a number for that. Of course not. I read [the allegation]. I was really surprised," he said.
The British police report claimed that the Israeli fans were "highly organized, skilled fighters with a serious desire and will to fight with police and opposing groups."
"The Amsterdam police does not recognize the claim," read the response from Dutch law enforcement.
The Times said that West Midlands Police, responsible for the Birmingham area, refused to respond to a request for comment for a number of days, before eventually saying on Saturday that its "evaluation had public safety at its heart."
"We met with Dutch police on October 1, where information relating to that 2024 fixture was shared with us. Informed by information and intelligence, we concluded that Maccabi Tel Aviv supporters — specifically the subgroup known as the Maccabi Fanatics — posed a credible threat to public safety," West Midlands Police told the newspaper.
When asked if they stood by the claims in the report and their supposed source, British police told the newspaper that they had worked off a "range of factors," including Dutch law enforcement, without detailing who the meetings had been held with.
In response to the Times report, British politician Nick Timothy wrote in the same newspaper that "fundamental questions must be asked."
"First, West Midlands police did fear the eruption of serious disorder they would struggle to contain, but the threat lay largely with Islamist agitators and local thugs who hate Israel and Jews. This is given credence by the number of officers deployed — more than 700 — when the match went ahead without away supporters," Timothy wrote.
"Second, West Midlands police felt political and social pressure from those who want to ban and boycott all things Israeli," he charged, citing the influence of so-called "Gazoo

Officials said 10 Israelis were maimed in the violence in Amsterdam last year, which the victims said was perpetrated largely by local Moslems and Arabs, with hundreds more besieged in their hotels and fearing they could be attacked when trying to reach their flights home.
Amsterdam Mayor Femke Halsema said at the time that the attacks on the Israeli fans were a "poisonous cocktail" of antisemitism and hooligan behavior. Halsema said that after the game, groups of men on scooters engaged in "hit-and-run" attacks on Maccabi fans in areas of the city.
There were a handful of incidents in which Maccabi fans were seen pulling down Paleostinian flags and engaging in racist chants ahead of the game, and ten Israelis were arrested.
Maccabi Tel Aviv has criticized "hate-filled falsehoods" about its supporters.

He allegedly approached the 30-year-old victim from behind among the concrete steles of the memorial and "inflicted a 14-centimeter-long (more than five inches) cut to his throat with a knife," the court said in a statement before the trial.
The victim, who was visiting the memorial with two friends, was badly injured but managed to stagger out of the steles before collapsing in front of the memorial.
A police officer told the court he was on duty outside the US embassy, near the memorial, when he heard people crying for the police.
"I went over and saw the victim clutching his throat," the officer said, recalling that a passer-by had phoned emergency services.
"The attacked tourist turned pale and his eyes closed" while they were waiting for an ambulance, he said.
Prosecutors told the court that Wassim Al M. had "internalized IS ideology, rejected the Western way of life, and was convinced that a holy war against infidels must be waged worldwide."
He shouted "holy shit! Allahu akbar," or God is the greatest, after the attack, the court was told.
The suspect had travelled to Berlin from his home in the eastern city of Leipzig, according to the court, motivated by his support for IS and "driven by the escalation of the Middle East conflict."

Shortly before carrying out the attack, he allegedly sent a photo of himself to members of IS via a messaging service and offered his services as an IS member.
Wassim Al M. "wanted to kill," prosecutor Michael Neuhaus told AFP on the sidelines of the trial.
"He had become radicalized in line with IS ideology..., believed he had a religious mission, wanted to send a message against liberal society and against Jews," Neuhaus said.
The suspect was arrested at the scene with blood stains on his hands. He was carrying a copy of the Koran and a prayer rug, police said at the time.

The move is intended to avoid festivities with the Ottoman Turkish army and to help protect the ongoing peace talks with Ankara.
"As of the evening of November 16, our forces that posed a risk of conflict in the Zap area have been withdrawn to different suitable areas. In its current state, the risk of conflict in the area in question has been completely eliminated," said the PKK, which has been using the name the Kurdistan Freedom Movement since its dissolution in May, in a statement on Monday.
The group added that the move is part of its efforts to ensure the ongoing peace talks with Ankara proceed smoothly, noting that its October decision to withdraw all fighters from Turkey was also intended to support this goal.
"Following the withdrawal of our guerrilla forces that posed a risk of conflict within Turkey's borders, this withdrawal and correction we have made in the Zap area also constitutes an important practical contribution to the development and success of the Peace and Democratic Society Process developed by Leader Abdullah Ocalan," it stated, referring to Ocalan’s February statement which called on his followers to disband the party and lay down arms in order to pave the way for a political solution to the Kurdish issue in Turkey.
"We believe that this new step of ours will serve the solution of the Kurdish issue and Turkey's peace and democratization."
The Ottoman Turkish parliament has established a commission to provide a legal framework to the grinding of the peace processor, which Ottoman Turkish officials call terror-free Turkey. There have been calls from many parties, including Turkey’s far-right leader Devlet Bahceli, for the commission to visit Ocalan. The commission is set to meet on Tuesday and make a decision in this regard.
[Rudaw] The Iraqi government is currently building a concrete wall along its northwestern border with northeast Syria (Rojava), which also separates Syria from the Kurdistan Region, a senior commander from Iraq’s Border Guard told Rudaw.

Starting from the Ottoman Turkish border, the stretch between Peshkhabur in the Kurdistan Region’s northern Duhok province and Rabia spans 40 kilometers along the Iraq-Syria frontier.
"So far, approximately 350 kilometers of concrete wall have been installed along the Syrian border, and we will continue to install more," Karkhi said.
Following Assad’s collapse, Iraqi authorities also closed key border crossings with Syria. Karkhi added that "a new border monitoring center has been opened in Baghdad, where 975 thermal cameras and border surveillance drones are monitored."
As of mid-September, the Border Guard Command reported that nearly 99 percent of the border is monitored by surveillance cameras, with drones conducting daily patrols of fortified sections.
These security measures also target illicit cross-border trade, particularly the smuggling of drugs such as Captagon - an issue that predates Assad’s regime collapse.

ISIS seized control of large swathes of territory in Iraq in 2014, but was defeated in 2017 after three years of fierce battles. Despite its defeat, the group continues to threaten security, especially in disputed territories between Erbil and Baghdad, spanning several provinces including Diyala, Kirkuk, ... a thick stew of Arabs, Turkmen, Kurds, and probably Antarcticans, all of them mutually hostile most of the time... Nineveh and Salahaddin provinces.
Still, Khafaji underscored that "ISIS is dying" and currently lacks the capability to mount significant attacks, stressing that coordination with the Peshmerga remains "very high," backed by years of shared battlefield experience. He added that Iraqi and Kurdish forces remain on the offensive, pursuing ISIS remnants through "monitoring, drawing out [the holy warriors], and striking."

In the aftermath of the collapse of its former ally, Baghdad ramped up efforts to secure its 618-kilometer border with Syria amid concerns over potential instability and ISIS infiltration.
Khafaji said the Iraqi-Syrian border is now "in its best condition," fully secured by the Border Guard Forces Command, whom he described as well-equipped and actively engaged in border protection.

The extent of the terror group’s understanding of IDF bases and equipment was only made known to the military when soldiers found a tunnel complex in early 2024 containing a trove of intelligence data about military positions, vehicles, and units, which had largely been gathered by monitoring the social media accounts of some 100,000 Israeli soldiers, the report said.
The tunnel complex, dubbed "the Pentagon" by the IDF, was reportedly located underneath central Gaza’s refugee camps. The underground complex stored maps, intelligence reports, virtual reality simulators and full-scale models of military equipment, which Hamas accumulated over some five years of intelligence gathering.
According to the report, Hamas’s intelligence units used the facility as a headquarters for a meticulous, multi-year intelligence and training program based largely on open-source information inadvertently leaked by soldiers online.
The facility was also used as an underground training base for the terror group’s elite Nukhba force, which created a unit specifically trained to operate IDF tanks using intelligence gathered via social media.
While the special Hamas tank unit was initially supposed to commandeer the tanks and drive them into Gaza with the intention of using them against the IDF in battle, on the day of the attacks, the operatives failed to do so and only succeeded in disabling the tanks, the report said.
Still, the group’s success in disabling the tanks deeply puzzled IDF brass at the time, as they were unsure how Hamas fighters figured out the Merkava Mark 4’s hidden kill switch — until the army uncovered the extent of the Hamas intelligence unit’s database.
The intelligence unit, which reportedly consisted of some 2,500 operatives, created tens of thousands of fake social media accounts to follow hundreds of thousands of IDF soldiers in the hopes that the soldiers would post sensitive and classified information about their equipment and bases.
Over five years, beginning in 2018, Hamas collected and studied the data, building intelligence reports that the IDF probes said rivaled the military’s own special operation dossiers.
The unit also managed to infiltrate internal WhatsApp groups for various IDF units by creating fake profiles, which they used to track individual soldiers from the time they were drafted though their promotions to officers and even high-level commanders.
According to the report, Hamas’s military intelligence unit produced daily reports about routine IDF activity that detailed where every military company was located, where every Iron Dome battery was positioned, and whether the IDF made changes to troop deployment or quietly moved forces between sectors.
The group cross-referenced thousands of real-time data points from social networks and built precise models of IDF bases and equipment into virtual reality simulators, which were used to train elite operatives, the report said.
An officer quoted by Army Radio said the military knew about some of Hamas’s training models, but said "we never imagined how accurate they were."
"Hamas knew [the bases] better than I did, and I served there for many years." another officer told the outlet.
The Times of Israel reported in March on the IDF’s probes into the Hamas-led attack on the Nahal Oz base, which found that the terror group knew how many troops were deployed at the base at any given date, as well as the best time to attack, how long it would take for the IDF to send backup troops to the base, and what the best routes were to reach the base.
A document found in Gaza detailed the exact layout of the base, including bomb shelters, barracks, generator rooms, communication antennas, surveillance cameras, and the war room. Hamas knew where the commanders slept, how effective the shelters would be against rocket fire, and how many soldiers had weapons, and which weapons.
The attack on Nahal Oz, located just 850 meters from the border with the Gaza Strip, was perhaps the terror group’s most successful single attack of its October 7, 2023, onslaught.
The base, which held 162 soldiers, 90 of whom were armed, served as an army post for combat soldiers due to its proximity to Gaza, as well as a command center for the Border Defense Corps’ 414th Combat Intelligence Collection Unit, whose female members operate surveillance cameras looking toward the Strip.
On the morning of October 7, some 215 Hamas Death Eaters stormed the base, quickly overrunning its defenses and capturing it. In all, 53 soldiers were killed at the base: 31 combat troops and 22 noncombat — including 16 female surveillance soldiers. Another 10 were kidnapped — seven female surveillance soldiers and three tank soldiers.

Brig. Gen. “Gimmel,” who headed the Military Intelligence Directorate’s Operational Operations Division on October 7, will be ousted from the IDF.
Former signals intelligence Unit 8200 commander Brig. Gen. Yossi Sariel will be dismissed from reserve duty and no longer serve in the IDF.
Former Gaza Division commander Brig. Gen. Avi Rosenfeld will be dismissed from reserve duty and no longer serve in the IDF.
Former Southern Command intelligence chief, Col. Ariel Lubovski, will be dismissed from reserve duty and no longer serve in the IDF.

The teenager, alongside dozens of others equipped with combustible materials, clubs and stones, came to a logistics center near the village of Beit Lid and broke into the premises after trying to smash the security camera at the entrance, according to today’s indictment.
Employees were forced to hide in the building, as the enraged mob set fire to vehicles parked in a nearby lot. The settlers attempted to break into the building itself, but the workers managed to barricade the door.
The mob moved onto two other locations in the area, setting fire to trucks, vehicles, a water tank and other buildings. They continued to cause damage to property and attacked Palestinians with clubs and stones, then fled the scene, prosecutors say.
The suspect was detained by IDF troops alongside two others shortly after the attack. The soldiers handcuffed the three and loaded them into a military vehicle, but came under attack by rioting settlers, who managed to free two of the suspects.
The defendant also attempted to escape and managed to tear the zip ties he was cuffed with, but soldiers kept him from fleeing, prosecutors write. He is the first person to be charged in connection to the rampage earlier this month.
Recent months have seen a dramatic increase in settler violence, with Israeli authorities only recently vowing to crackdown.

The families can decide if they want to keep holding the Saturday night rallies, said Chorev, citing a cost of around NIS 200,000 ($61,000) each week. The expenses include the costs of erecting a stage with video and sound systems.

The organization came together quickly in the days following the attack and became a massive nonprofit run by the families as well as by professional management. It effectively became the official voice for most, though not all, of the families of the 251 people taken hostage on October 7 as they lobbied for their return.
Chorev said the forum will offer its remaining financial resources to the families of the three hostages remaining in Gaza, who will decide for themselves how to spend the funds. He noted that most of the current work regarding the three hostages involves IDF intelligence to locate the bodies, rather than the diplomacy and communication efforts the Forum has led.
A couple of dozen Forum staffers will remain on call on a volunteer basis to support the families in any way they can.
The Forum began organizing rallies in the weeks after the Hamas attack as hostages’ families called to the government to bring home their loved ones, from a stage situated on the plaza in front of the Tel Aviv Museum of Art, which has been renamed Hostages Square.
Around the same time, the Hostages Forum set up its headquarters in an office building in the same neighborhood, between Kaplan Street, the Defense Ministry compound and Hostages Square. The offices were lent to the Forum by tech company Checkpoint.

Hamas returned the dead hostages slowly, claiming it was having difficulties locating the bodies. Israel largely rejected this claim, saying Hamas was playing for time, but officials acknowledged that gunnies may not know the location of a small number of bodies. Now, with only three still missing, all understand that their return could be a lengthier affair.
Chorev noted that the ceasefire and return of the final 20 living hostages on October 13 brought about a significant decrease in donations to the Hostages Forum. Almost all of the donors, both organizations and private individuals, are moving on to their next projects, he said.
"We have to adapt our activities to the fact that there is a deal, and a process that isn’t up to us," he said. "There are three hostages left, and it’s unclear how much time it will take to bring them home."
As a nonprofit, nongovernmental organization, the Forum was entirely funded by donations that came to a total of $35 to $40 million over the last two years, said Chorev, without any funding from the government.
The Forum fundraised to send hostages’ families on foreign delegations, for housing and financial support for families who stopped working to lobby for their loved ones, and to pay the professional staff.
It also provided a variety of services for the hostages’ families and volunteers, including mental health support, holistic treatments, and three meals a day, donated by a roster of tech companies and various Israeli communities.
Elad Or, the brother of Dror Or — who was murdered in Kibbutz Be’eri on October 7 and whose body was taken hostage — has been told by the IDF that recovering his brother’s body in Gaza will require complex digging and maneuvering.
Still, the decision to close the Forum in its current form is seen by some as a turnaround from one of the organization’s famous slogans, "Until the last hostage."
Chorev argued that the forum isn’t reneging on that promise, but rather adapting itself to the realities of the current situation.
He said the organization wants to continue to offer tools to the remaining three families to continue their struggle for however long it takes to bring home the bodies of their loved ones.
He noted that the remaining Forum staffers are in constant contact with the Or and Gvili families, and are in touch with Sudthisak Rinthalak’s family through the Thai Embassy.
The families can decide if they want to keep holding the Saturday night rallies, said Chorev, citing a cost of around NIS 200,000 ($61,000) each week. The expenses include the costs of erecting a stage with video and sound systems.
"It doesn’t seem right to continue the rallies because it doesn’t serve them," said Chorev. "We recommended that we stop holding them at the end of the month, but they’ll decide for themselves."
The two Israeli families, the Ors and Gvilis, are working on several activities together in the diplomatic sphere, and may do some things separately, said Chorev.
Talik Gvili, the mother of Ran Gvili, belongs to both the Hostages Forum and the smaller, more hawkish Tivkah Forum for hostages’ families, which supported military pressure on Hamas rather than a ceasefire.
The Tikvah Forum put out a statement saying it will continue its work until the last hostage is brought home and Hamas is defeated through decisive action.
"The forum will use all means at its disposal and, together with the families of those who have returned, will continue to raise and amplify the voices of the families," stated the organization.
Chorev noted that the Forum has gone through several rounds of staffing and organizational changes over the last two years, throughout the three rounds of ceasefires and releases of hostages.
"We always adapt ourselves to the task at hand, to how many hostages are in the hands of Hamas and how much income we have," he said. "As time passed, the income decreased."
A new group, Organization 255, was recently founded with the support of several foundations and Jewish and Israeli nonprofits, named for the 255 hostages that were held in Gaza at the start of the war (251 taken on October 7, 2023, and four others who had been held there for years before).
It is negotiating to receive government support, and will fill the gaps created by the Forum’s closure, providing a home for the families of hostages, with a support structure complementing state services, and long-term accompaniment for family members.

The Israeli Defense Forces (IDF) released a video showing what it describes as one of Hamas’s "most complex" underground infrastructures extending beneath the southern Gaza city of Rafah.
According to the IDF, the seven-kilometer-long "root tunnel" runs roughly 25 meters underground, contains about 80 rooms and was used for command operations, weapons storage and sheltering Hamas operatives.
The video shared on X on Nov. 20 travels through reinforced concrete passageways and large chambers, showing the sophistication and scale of Hamas’s underground network.
The Israeli military claims the tunnel originated beneath a United Nations Relief and Works Agency (UNRWA) compound and stretched beneath civilian sites.
"IDF troops uncovered one of Gaza’s largest and most complex underground routes, over 7 km long, ~25 meters deep, with ~80 hideouts, where abducted IDF officer Lt. Hadar Goldin was held," the post read.
Israeli analysts say the demolition of this tunnel marks a strategic blow to Hamas and "paves the path to its defeat."
"The destruction of this tunnel as well as many others like it or similar… as well as other terror facilities pushes Hamas to the edge," said Professor Kobi Michael, senior researcher at the Institute for National Security Studies (INSS) and the Misgav Institute.
"It is one of the longest and [most] complicated tunnels that have been discovered, but it is not the only one," he told Fox News Digital.
Michael explained that Hamas’ root tunnels form the backbone of its underground warfare system.
"This is an example of a root tunnel, a strategic one that feeds many tactic tunnels and is used for strategic purposes [such] as command and control, weapon storage, manufacturing platforms of weapon[s] and strategic logistics," he said.
"Such a tunnel is usually manned by hundreds of militants and commanders."
The IDF believes this particular tunnel network may have been connected to the area where Lt. Hadar Goldin, an Israeli soldier abducted during the 2014 Gaza war, was held captive. Hamas returned Goldin’s remains earlier this month – after more than a decade.
The tunnel’s exposure sheds new light on the extent of its underground operations.
"I have no idea about the cost but if you take into consideration the amount of the building materials, labor and facilities and its length, it is a matter of millions of INS," he claimed. "Hamas chose routes under sensitive civilian and humanitarian facilities in order to prevent the IDF from attacking the tunnel."
As Israel continues operations in Gaza, the destruction of Hamas’s tunnel networks remains central to its strategy to dismantle the group’s military capabilities and prevent future attacks.
In 2014, Israeli Prime Minister Benjamin Netanyahu said he wanted to destroy the tunnels, which Hamas militants used to infiltrate Israeli territory, "with or without a ceasefire."
