Nothing is that line of work is "covered" unless you 1. Cover it yourself or 2. Physically confirm it and document it. Words are meaningless.
In my past life, I did dozens of "PSD" advances. Some big places (Disneyland, major airpots/hotels) and many small places. While there's always a need to bring in local security (in-house or PD), you never trust them completely. 90+% of the game is the advance. Can you cover everything? A trained sniper at 1000 yds w/.338? Nope. But less than 150 meters? These guys F'd up plain and simple IMHO as did the Silly Circus at Butler.
