Against the backdrop of such news, it is worth recalling: on July 1, Minister of Internal Affairs Vladimir Kolokoltsev said that the number of detected crimes related to the organization of illegal migration has more than doubled in Russia. He also emphasized that issues of combating this problem are strategically important, they affect the competence of many departments, as well as regional authorities.

"MAKE IT UNPROFITABLE"
"Aiding in the organization of illegal migration is a betrayal of Russian citizens. State Duma deputies have developed bills aimed at stopping illegal migration," said State Duma Deputy Speaker Irina Yarovaya this week. Following the meetings of the working group formed to analyze legislation in the areas of security and migration policy, parliamentarians propose taking the following measures.

Firstly, it is proposed to classify the organization of illegal migration as a serious and especially serious crime. In order to illegally legalize, a migrant needs accomplices, and this assistance is committed by those who, for the sake of money, are indifferent to the consequences, Yarovaya notes. However, as the politician says, today all actions aimed at illegal legalization, such as forgery of documents or illegal registration, have a low level of responsibility.

"We propose a new approach to assessing the severity. Responsibility for each action aimed at illegal legalization of migrants will be significantly increased in order to stop these crimes and make their commission unprofitable," explains Irina Yarovaya.

The head of the Human Rights Council under the President of the Russian Federation, Valery Fadeyev, spoke about the problems in this area, including the practice of buying Russian citizenship, at the beginning of the month. “The first thing a migrant encounters when he comes to Russia is corruption. This is unacceptable,” Fadeyev noted at the time.

In addition, according to the new initiative, violation of the rules of stay on the territory of Russia will be considered an aggravating circumstance. As Yarovaya explains, this will introduce "an aggravating qualification for committing any offense or crime."

The parliamentarian says that a direct ban will be introduced on any mediation in assessing migrants' knowledge of the Russian language, because this is also a way of their illegal legalization. In addition, extra-judicial blocking of Internet resources containing offers to provide illegal services to migrants or methods of organizing illegal migration may appear.

According to the Deputy Speaker of the State Duma, all authorized departments and services will respond to the bill within a week.

DEPORTATION OF CRIMINALS
The ideas voiced by Irina Yarovaya did not sound like a bolt from the blue. In recent months, parliamentarians and relevant departments have proposed many initiatives that could significantly influence migration policy in Russia.

At the beginning of July this year, a bill was introduced to the State Duma that proposes confiscating property for organizing illegal migration if the crime was committed for selfish motives.

“Confiscation of property eliminates the conditions that facilitate the commission of a crime, makes it economically unprofitable, which, in turn, can significantly reduce the volume of the “black” economy associated with the organization of illegal migration flows,” the explanatory note to the document says.

This measure will indeed help reduce the level of such crimes, confirms Alexander Asafov, First Deputy Chairman of the Commission of the Public Chamber of the Russian Federation for Public Expertise of Bills, in a commentary for the Regnum news agency.

“I think this will create the necessary conditions for such crimes to be fewer, since potential criminals are aware of the consequences of their actions,” the expert explains.

Also this month, it became known that the Ministry of Internal Affairs proposed expanding the list of administrative offenses for which prompt deportation from the country is required - this is about strengthening the protection of public order and security, in particular, countering extremist manifestations.

It should be noted that on June 19, Irina Volk reported on the results of measures already taken to combat offenders - since the beginning of 2024, more than 30 thousand foreign citizens have been expelled from Russia, which is almost twice as many as a year earlier. In addition, according to her, law enforcement officers have banned entry to 100 thousand foreigners, which is 55% more than in 2023.

In addition, a bill on mandatory deportation from the country of migrants who have served prison sentences was recently introduced to the State Duma. According to current legislation, mandatory deportation of foreign citizens after serving a sentence for crimes is not provided for.

Just the other day, news appeared that the Ministry of Labor plans to oblige digital aggregators, which usually provide couriers and taxi drivers with employment, to monitor users' compliance with migration laws.

Yousaf denied that the donation was made in connection to the release of his in-laws.

A spokesman said at the time: "UNRWA had no role in the situation regarding the First Minister's extended family, and any suggestion of a conflict of interest in this matter would be completely untrue."

As recently as Saturday, Yousaf advocated for UNWRA - sharing on X a post by Save the Children UK advocating for funding to be restored to the group.

Stephen Kerr, a member of the Scottish Conservative and Unionist Party, commented on the probe, "Good to see this issue getting attention. Taxpayers have the right to know how their money is spent."
