[8am] Local sources in Jawzjan province have reported a distressing incident in which Taliban ...mindless ferocity in a turban... fighters killed a man’s brother after he refused their demand to return to Afghanistan from abroad. The victim, identified as Hafizullah, was a resident of Sheberghan, the center of Jawzjan.
According to the sources, on Wednesday, July 26th, Hafizullah was killed two nights ago in the presence of his wife and children, carried out by Taliban fighters. Subsequently, the lifeless body was taken away by the fighters.
Sources further revealed that Hafizullah’s brother had been employed at a foreign institution during the previous government’s rule and had sought refuge in a foreign country following the Taliban’s takeover. The Taliban had repeatedly demanded Hafizullah to establish contact with his brother and persuade him to return to the country. However, a good lie finds more believers than a bad truth... due to security threats, Hafizullah’s brother had rejected the Taliban’s request.
The family of the dear departed pleaded with the Taliban to hand over his body, but their request was met with refusal.
As of now, local Taliban officials have not made any statements regarding this incident.
This tragic event follows a similar incident in May when the Taliban killed an employee of the German institution GIZ in Kabul after holding his son hostage to force his return to Afghanistan.
Despite declaring a general amnesty, the Taliban have persistently detained, tortured, and even killed government officials, international institution workers, and other civilians and military personnel on various pretexts.
QUESTIONS RAISED OVER HALTED US EVACUATION FLIGHTS – A recent article in the Voice of America cites anonymous sources within the Department of State who provided several explanations for the stoppage of evacuation flights since mid-June. Many Afghans who have approved SIV cases expressed concerns over the pause and have been left in limbo as to when flights will resume. No official reason was given for the action and officials failed to provide any indication of if/when flights would resume.
MUHARRAM CEREMONIES INVITE TALIBAN CRACKDOWN – Shiite Muslims who chose to take part in religious observances for Muharram were filmed being dispersed violently by Taliban security personnel. The Afghan Shiite Ulema Council and many prominent Shiite leaders have called on the Taliban to allow the mourning period to continue. The Taliban continue to maintain they have imposed restrictions over security concerns. Some senior religious leaders in the Shiite community have called on followers to defy the Taliban.
TALIBAN PRESS REGISTRATION PROGRAM VIEWED WITH SUSPICION – A program to register all journalists in Afghanistan commenced yesterday in Kabul. However, journalists say they do not trust the program and the virtual lack of credibility on the part of the Taliban have many international journalism organizations warning their Afghan colleagues not to participate. The Taliban’s Ministry of Information and Culture says the program is meant to support journalists and continues to claim it was a program that began under the former regime. To obtain a Press Identity card, one must provide photos, names, affiliations, and contact information to the Taliban. Obviously, the rather harsh treatment many members of the Afghan press have dealt with over the past two years has caused many to question the true motivations behind the program.
US/TALIBAN MEETINGS SCHEDULED IN QATAR – US envoys will meet with the Taliban in Doha to discuss several topics of interest. The US team will then travel to Kazakhstan for meetings with the Central Asian States on Afghanistan. The majority of the meeting is expected to focus on human rights but will also include discussions about trade, security, and economic stabilization. The meeting in Kazakhstan will involve the C5+1 group of nations that was formed with President Obama at the UN in 2015. The members include Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan.

ISIS-K ISSUES THREAT TO TALIBAN – ISIS-K released a message on several of its many social media platforms that scoffed at claims the terrorist group had been neutralized in Afghanistan and warned of impending attacks. Historically, ISIS-K launches an operation within 2-5 days of posting such messages. There has been no information received about any specific targets or dates for any potential attack. However, with the ongoing Muharram observance taking place, ISIS-K could well target Shiite Mosques or neighborhoods. Alternatively, they may attempt to strike at senior Taliban leadership owing to the many insults the Taliban have thrown at them over the past two months.

A blurb from the Somali government said that 25 al-Shabaab fighters were killed in the operation in the Bakool region, which came following an ambush attack on the airport.
Also, the government said that five of the slain al-Shabaab members were foreigners, who were assigned to the operations in the Bakool region that lies near the Æthiopian border.
Wajib DC Mohammed Moalin Yusuf confirmed the death of the members, including foreigners, adding that other members of al-Shabaab were maimed in the battle.
The government has said that it is concentrating its operations against al-Shabaab in the regions of the state, especially on the road connecting the cities of Mogadishu and Baidoa.
In conjunction with clan militias, the national army has dislodged al-Shabaab from swathes of central Somalia, marking a breakthrough in the fifteen-year war.
As its campaign proceeds to the second phase, Mogadishu should take steps to strengthen its hold on the territory it has retaken.

The village, which is situated about 30 kilometers west of Baidoa, was lost to al-Shabaab on Sunday before being recaptured on Wednesday.
According to locals, security officers entered the town without much resistance, an indication that the murderous Moslems have been diffused following systematic campaigns that have left them completely dismembered. The district had fallen to al-Shabaab after the withdrawal of Somali troops from the area.

[IsraelTimes] Police deny receiving complaint; IDF says it was aiding in hunt for stolen property near West Bank’s Hebron, declines to comment on presence of civilians, one bearing assault rifle
Armed settlers stormed into Paleostinian homes in a village near the West Bank city of Hebron Tuesday morning and searched them as IDF soldiers looked on, according to video footage circulated online.
In a video published by the Yesh Din human rights ...which are often intentionally defined so widely as to be meaningless... group said to be in an unnamed Bedouin village near Hebron, a group of settlers, one of whom was carrying an assault rifle, can be seen walking from home to home searching their meager belongings and shouting at the inhabitants.
One of the settlers can be seen kicking a hole in the door of a cabinet inside one of the homes. A child can be heard crying in the background.
No uniformed IDF soldiers can be seen in that video, although Yesh Din claimed that several arrived later. Private Israeli citizens are not legally able to purchase assault rifles.
In a separate video shared by the Breaking the Silence organization said to be in a nearby village, IDF soldiers can be seen accompanying the settlers conducting searches.
Asked to comment, the Israel Police said in a statement that the incident had been "managed entirely by the military." The police said that no complaint had been filed, although some Israeli activists said they had called the police during the searches.
In response to a request for comment from The Times of Israel, the IDF said it had received a report Monday evening of property stolen from Israeli citizens by Paleostinians in the South Hebron Hills area. The IDF said its forces conducted a search in the area in coordination with the Israel Police.
