[FoxNews] The administration of Arizona Gov. Doug Ducey is pushing back against a demand by the Biden administration that it take down a number of shipping containers it has used to plug a gap in the incomplete border wall, saying that border states "cannot rely on the federal government to ensure its security."
"The myriad of federal agencies that claim jurisdiction on the southern border but do nothing to prevent the public nuisance caused by illegal immigration and criminal activity that exploits the open border is quite frustrating to those that live, work and recreate on that border and in our state," Allen Clark, director of Arizona’s Department of Emergency and Military Affairs, said in a letter to the Department of Interior’s Bureau of Reclamation, obtained by Fox News Digital.
The bureau had written to Gov. Ducey’s office last week, arguing that the move in August to fill nearly 4,000 feet of gaps in the border wall with shipping containers topped with razor wire is illegal. Ducey had announced the filling of the gaps in early August.
The construction consisted of 60 double-stacked shipping containers, welded shut and topped with four feet of razor wire. His office said that it is 22 feet tall and weighs nearly 9,000 lbs.
"Arizona has had enough," Ducey said in a statement at the time. "We can’t wait any longer.
In its letter, the Bureau of Reclamation states that Arizona placed containers on lands within the vicinity of the Morelos Dam and also on land that is part of the Cocopah Indian Tribe’s West Reservation. It also said that the placement interferes with a Customs and Border Protection (CBP) project to fill the gaps, and calls on Arizona to stop further construction and assist in removing the containers.
"The unauthorized placement of those containers constitutes a violation of federal law and is a trespass against the United States. That trespass is harming federal lands and resources and impeding Reclamation’s ability to perform its mission," the letter, reported by 12News, stated.
A spokesperson for the Bureau told Fox News Digital that the bureau's priority is to ensure the integrity of the water delivery infrastructure and the safety of its workforce in order to maintain operational readiness.
The letter, which comes more than two months after Ducey’s office sealed the gap, was issued just as CBP put out a notice of its own plan to close the gaps near the Morelos Dam.
That notification says that the gaps will be filled instead with "a combination of temporary mesh fencing and mechanized bollard vehicle gates that allow for access to the riverside of the barrier." According to the CBP notice, construction of that temporary replacement would not begin until "early 2023."
In its searing response to the Bureau of Reclamation’s letter, Arizona hit out at what it said was a "lack of coordination" from federal agencies that means that states like Arizona "cannot rely on the federal government to ensure its security."
Clark said Arizona disagrees with the feds’ claim that Arizona has trespassed against the U.S., arguing that the regulation in question provides an exemption for federal and state employees when carrying out official duties.
"Moreover, 43 C.F.R. Part 429.4(c)(8) provides that "activities authorized under other Federal statutes or regulations" are not subject to regulation," he wrote. "Since, the U.S. Constitution provides for the protection of the states (Article IV, section 4) and specifically reserves the right of states to defend themselves (Article 1, section 10), the regulation you cite does not prohibit Arizona’s actions."
Arizona says it is "committed to working with all our federal partners" but adds that federal officials have said that border construction was set to begin since December 2021.
"However, to date, Arizona has not seen any action by the federal government to do so and was therefore required to take its own action. For this reason, the containers will remain in place until specific details regarding construction are provided," Clark says.
The back-and-forth between Arizona and the Biden administration comes as states are increasingly taking matters related to illegal immigration and border security into their own hands amid what they say is a vacuum left by the feds.
Arizona is one of a number of states, along with Florida and Texas, that has been transporting migrants north to cities like Washington, D.C., in an effort to draw attention to the border crisis and relieve their overwhelmed communities.
"Sadly, the federal government doesn't seem to be acting either with a sense of urgency or in good faith to deal with this problem." Ducey spokesman C.J. Karamargin told Fox News Digital.

The governor is repelling an invasion. Who ever signed the letter might not realize they have 'aided and abetted' that hostile invasion. There is a part of the Constitution that covers that.

[ShabelleMedia] At least 21 people were killed in two separate bombings in the central Hirshabelle state of Somalia, officials said.
A powerful boom-mobilewent kaboom! in Jalalaqsi town when soldiers operating a security checkpoint intercepted a vehicle. The checkpoint is near local government buildings and a military base belonging to African Union ...a union consisting of 53 African states, most run by dictators of one flavor or another. The only all-African state not in the AU is Morocco. Established in 2002, the AU is the successor to the Organisation of African Unity (OAU), which was even less successful... peacekeepers from Djibouti.
"At around 2:30 p.m., a vehicle arrived at the checkpoint, one of the soldiers collecting taxation pointed a gun and stopped it," said Mire Hussein Siyad, deputy district commissioner of Jalalaqsi.
"When the gun was pointed at [it], the vehicle went kaboom!," Siyad told VOA Somali.
He said Wednesday’s explosion killed at least 15 people, including the town’s two civilian leaders, Mayor Adan Mohammed Isse and Mohammed Nur Agajof Dabaashe, the district commissioner. Dabaashe was recently replaced as Jalalaqsi commissioner, but he had not handed over responsibility yet, Siyad said.
Other victims included soldiers at the checkpoints and civilians including street vendors. The explosion destroyed a building near the checkpoint where the local officials were based. Siyad said two AU peacekeepers were maimed in the attack.
Siyad said the target was the town’s main bridge.

The district commissioner of Bulobarde, Ahmed Mahad Nur, told VOA Somali that two men riding the cycle of violence drove it onto the bridge. He said one of the men jumped off before the earth-shattering kaboom while the second one detonated the explosive-laden cycle of violence and died in the blast.
Nur said the man who jumped was shot and killed by security forces. He said troops seized two other cycle of violences laden with explosives.
The officials said the two explosions were coordinated and intended to destroy the two bridges.
"They wanted to bring down the two bridges at the same time," Siyad said.
"It’s the most crucial bridge between the central and southern regions," said Nur.
Nur vowed the local government will rebuild the damaged bridge.

Galmudug is not trying to obtain international recognition as a separate nation, but rather considers itself autonomous within the larger Somali federalism, for what that's worth... and Jubaland states. He said the operations could start within a "week or weeks."
Al-Shabaab has threatened clans mobilizing against them with violence.

It was not immediately clear whether the attack was aimed at the facility or just a warning message to the French company operating there. It is also not yet confirmed who was behind the attack.

[Shafaq News] A security officer perished in a series of explosions that targeted a force on the outskirts of Iraqi Kurdistan's Garmyan, the Asayish directorate said in a statement on Wednesday.

[IsraelTimes] Footage shows convoy of military vehicles coming under rock attack in Ramallah area; Paleostinian shot after allegedly hurling Molotov cocktails at troops
Israeli troops operated extensively throughout the West Bank in the predawn hours of Wednesday morning, arresting 12 wanted Paleostinians, the military said.
The Israel Defense Forces launched major arrest operations after a series of Paleostinian attacks that killed 19 people earlier this year. Another Israeli woman was killed in a suspected attack last month, and another four soldiers have been killed in the West Bank in attacks and during the arrest operations.
Footage circulated online showed Paleostinians hurling stones, cinderblocks, and other heavy objects at a convoy of Israeli military vehicles in the town of al-Bireh near Ramallah.
The IDF did not confirm if any arrests were made in the Paleostinian city.
In the village of Abu Dis on the outskirts of Jerusalem, the IDF said troops detained four Paleostinians over suspected involvement in terror activities, and another suspect in the Aida refugee camp near Bethlehem.
In Nablus as troops arrested a wanted Paleostinian, sounds of gunfire were heard in the area, the military said.
The 12 suspects were taken to be questioned by the Shin Bet security agency.
The military said no troops were hurt during the overnight raids.
In a separate raid on Tuesday afternoon, Border Police said officers arrested a member of the Lion’s Den gang in a Paleostinian town near Nablus.
According to a police front man, Suhaib Akef Jamil Shtayyeh was detained by undercover troops in a store in the town of Salem.
Police said Shtayyeh was suspected of being a member of the Lion’s Den terror squad, which has grabbed credit for numerous shooting attacks in the Nablus area in recent months. Shtayyeh was also transferred to the Shin Bet for further questioning.
He is the brother of Musab Shtayyeh, a wanted Hamas, the well-beloved offspring of the Moslem Brotherhood, man who was arrested by the Paleostinian Authority last month, and had also been tied to Lion’s Den.

According to reports, the commander of a Paratrooper battalion and combat soldiers were attacked and injured by Jewish rioters in Huwara. The forces were attacked with gas spraying when they were trying to disperse the riot, during which stones were thrown at Palestinian vehicles.
It was also reported that rioters sprayed gas at two other combat soldiers later at the Tapuah junction.

The manhunt for the Shuafat checkpoint killer came to an end on Wednesday night when he was shot dead in a failed shooting attack at the entrance to Ma’aleh Adumim, south of the Israeli capital.
The terrorist, east Jerusalem resident 22-year-old Udai Tamimi, arrived at the entrance to the West Bank city and opened fire at nearby security personnel. According to United Hatzalah volunteer EMT Akiva Skolnick, the terrorist was killed by returning fire from the guards. A grenade and knife were found on his person.
"Two highly experienced security guards that were at the checkpoint at the city entrance neutralized the terrorist immediately, with bravery and a lot of resourcefulness and without fear."

For 11 days, security forces had been searching for Tamimi. Israel Police, Shin Bet and Border Police had arrested several people suspected of aiding the terrorist on Monday night, seizing weapon parts, cartridges and vests.
