It looks like Russia's third division has mobilized. That's the new battalions (majority muslim iirc) that we heard about in the news cycle recently. I think most have little combat experience, been training since Spring. I couldnt find the numbers, didnt say how many were mobilized. They are said to be moving to Kherson Front by rail. There's pics of T-80s and other heavy mech on train being moved with them.

Reporting from Kyiv, FRANCE 24’s James André explains that the green light for the IAEA’s much-awaited Zaporizhzhia nuclear plant inspection mission came after intense negotiations.
In a message posted on Twitter this morning, IAEA chief Rafael Grossi said the inspection team would be at the site "later this week".
Some of the key sticking points were the composition of the team, André explains, with "Russia and Ukraine haggling over the names. It appears Rafael Grossi will be part of that team, as well as experts who are considered pro-Ukrainian — such as Polish and Latvian experts —but also experts from countries considered pro-Russian, from Serbia or other countries considered close to Moscow. And then there are experts from a list of countries considered to be neutral."
⚡️Official: Russian shelling kills one, injures 2 people in Dnipropetrovsk Oblast.
Mykola Lukashuk, the speaker of Dnipropetrovsk Oblast's legislature, said that a 67-year-old woman was killed by a Russian attack on the city of Nikopol. One residential building was destroyed.
An apartment in a residential building and several cars parked nearby were damaged. Russia, which has been shelling Ukrainian positions from the territory of the Zaporizhzhia Nuclear Power Plant in Enerhodar, has been accused of using it as a shield and a tool of blackmail.
The town’s central district was damaged the most. As a result of the shelling, a woman and her two children, a three-year-old boy and a five-year-old girl, were injured, Starukh said.
RFE/RL writes that the bridge could increase Russia’s capacity since Ukraine struck the key bridge from the east to the temporarily occupied parts of Kherson on July 27. However, British intelligence says this bridge will “most likely be vulnerable” to Ukrainian attacks.
According to Andriushchenko, the Russian forces are hiding evidence from when they bombed the theater on March 16, killing an estimated 300 people who were hiding and awaiting evacuation. On June 29, Amnesty International called the attack a “clear war crime.”
⚡️Governor: Russian forces shell Sumy Oblast 82 times on Aug. 28.
Sumy Oblast Governor Dmytro Zhyvytskyi said the communities of Myropillya, Bilopillia, Krasnopillia, Znob-Novhorodske, Esman, and Shalyhyne were shelled. No casualties or damages were reported.
Operational Command “South” reported that they killed 41 Russian troops and destroyed two drones, one T-72 tank, an Uragan multiple rocket launcher, and a Pantsir missile system.

Look at Belgorod's train depot at midnight. Fleeing what they think is combat heading their way. It isn't, but, to the extent Russia's Army has logistics there, they will be exploded.
