Ministers appear to be hoping that the rationing efforts will help reduce the risk of energy shortages this coming winter, with a number of bigwigs now openly fearful of a future of public unrest and gas riots should people be left unable to adequately heat their homes.
According to a report by Stern, limits on how hot public buildings and offices can be heated to are to come into effect on September 1st, with such buildings now being legally restricted to no more than 19 degrees Celsius (~66 degrees Fahrenheit).
Public buildings will also no longer be allowed to heat their hallways — though some exceptions are to be given for the likes of hospitals — while tap water used for washing hands will also no longer be allowed to be heated using a boiler or instant heating device.

We should pay attention to what's happening in Europe. This could get very bad in the States.
The US will be fine from a food and energy point of view. Costs will go up and you won't be able to get your dried figs as easily, but we'll be ok other than that. We have uber productive farmland and waterways to travel on along with fracking for our energy needs. Europe doesn't have that. France is the best country in Europe to weather the storm... IF they start leaning on their old colonies in Africa for energy.
This is the breakdown of the old global order set by the Americans that allowed globalization. Now we go back to the Empire days where you tried to keep most of your production and food "in house" in areas you controlled. Most wars were fought over those resources. The US will be in a good position to bribe countries that aren't food secure with their abundance to do what they want. And we'll have a navy to back it up.
