[TESLA dot COM] This month, the California Public Utilities Commission (CPUC) will consider adopting a proposal that impacts customers of PG&E, SCE or SDG&E who have installed solar or plan to do so in the future.
Bowing to pressure from the California utilities, the CPUC is proposing new net metering rules (NEM 3.0) that includes a “grid access” fee of $8/kW of installed solar per month – in addition to other fees – that could add between $50-$80/month to the electric bill of a home solar customer. If adopted, this would be the highest solar fee anywhere in the country, including states hostile to renewable energy. In addition, the proposal would reduce the value of bill credits for solar energy sent to the grid by about 80 percent.
Unbelievably, the California utilities and CPUC also proposed to change the rules for customers who have already signed contracts and purchased a solar system, which violates basic principles of fairness. Under the CPUC’s proposal, customers who installed solar under the NEM 1.0 and NEM 2.0 rules – which were guaranteed to be in place for 20 years when customers enrolled – would see their “grandfathering period” reduced to 15 years from the date they installed their system, after which they would go on NEM 3.0.
For customers currently considering installing solar, the NEM 3.0 rules would go into effect upon submission of an interconnection agreement after May 28, 2022.
Support distributed solar and storage in California by making your voice heard. Please consider contacting the Public Utilities Commission today and encourage them to reject the solar fee and changes to grandfathering rules.
The CPUC may vote on whether to adopt the NEM 3.0 proposal as soon as January 27, 2022, and they are taking feedback from the public until that time.
First, imposing fixed charges only on those customers who choose to install solar impinges on customers’ right to self-generate their own clean energy. It violates every tenant of regulatory fairness and is likely illegal under federal law. The fixed charges cannot be avoided by adding a battery and would need to be paid regardless of whether the solar customer exports energy to the electric grid. Every solar customer should be asking why they are discriminated against, but not those customers who have rarely used vacation homes, invest in energy efficiency, have small homes, or otherwise have pay lower utility bills. Why would the PUC not add fixed charges to all customers fairly and with documented justification, rather than only solar customers?
Second, the dramatic change from the current NEM policy will reduce customer adoption of clean energy in California at a time when more is needed to meet the state’s climate goals and to provide more energy resiliency in the face of unprecedented wildfires and grid outages.
Finally, reducing the length of the grandfathering period short-changes customers who made an investment in solar under rules that promised consistent policy over the life of their system. Changing the rules in the middle of the game will make it less likely for customers to trust that other CPUC Decisions won’t later be reversed.

I'll have to read into this a bit as my SoCal cousin is 100% solar/wind/battery/genset and not connected to the grid, and if it affects him.
I'm sure Sacramento will find a way to extract taxes 'collect fees' from the non-connected if they haven't done so already.

[BBC] The Canadian province of Quebec will charge a health tax to residents who are not vaccinated against Covid-19.
Quebec, which has seen the highest number of Covid-related deaths in Canada, is currently struggling with a surge in cases.
On Tuesday, the premier announced that it would be the first in the nation to financially penalise the unvaccinated. Only about 12.8% of Quebec residents are not vaccinated, but they make up nearly a third of all hospital cases.

[Washington Free Beacon] Secretary of Education Miguel Cardona asked the National School Boards Association to draft a controversial letter that referred to the parents of schoolchildren as potential domestic terrorists, emails show.
According to emails obtained by the group Parents Defending Education, association official Kristi Swett wrote to a colleague that the group's executive director Chip Slaven said "he was writing a letter to provide information to the White House, from a request by Secretary Cordona [sic]."
The emails provide the first indication that Cardona had a hand in creating the letter, which provided cover for the Justice Department to form a federal task force to investigate threats of violence against school board members. Fox News first reported the details of the emails.
"The allegation that Secretary Cardona requested the NSBA's involvement is jaw-dropping, and should be investigated immediately. American parents deserve to know whether the head of the U.S. Department of Education sought to silence their voices—and if so, he must be held accountable," said Parents Defending Education president Nicole Neily.
Slaven and National School Boards Association president Viola Garcia called on President Joe Biden in the Sept. 29 letter to deploy the FBI and use the Patriot Act to investigate threats made against school board members as acts of "domestic terrorism." Attorney General Merrick Garland formed a federal task force to investigate threats against school boards on Oct. 4.
Parent groups and Republicans blasted Garland over the decision, saying they were concerned that the task force would have a chilling effect on parents' dissent against local school board policies. Many parents across the country have voiced concern over school districts' teaching of left-wing ideologies, such as critical race theory.
The Washington Free Beacon previously reported that other emails from National School Boards Association members show that officials were in contact with the White House and Department of Education prior to sending the letter. Garcia wrote in an email on Oct. 2 that association officials had been engaged with the administration for "several weeks" prior to sending the letter to Biden.
It is unclear why Cardona requested the letter from the National School Boards Association rather than communicate concerns to the White House himself.
Cardona's discussions with the association also raise questions about his selection of Garcia, the association official, to serve on the National Assessment Governing Board, which oversees testing used across the country. The Free Beacon reported that Cardona selected Garcia to serve on the board on Oct. 1.

[Washington Free Beacon] A political action committee that published deceptive campaign ads to suppress Republican votes for Virginia governor-elect Glenn Youngkin (R.) paid thousands of dollars to Marc Elias, a Democratic election lawyer whom liberals tout as a champion of election integrity and voting rights.
Accountability Virginia PAC paid $5,254 last year to Elias Law Group, according to Federal Election Commission records reviewed by the Washington Free Beacon. The PAC paid $12,578 to Perkins Coie, the firm where Elias worked until 2021. Axios reported in September that the Democrat-run PAC masqueraded as a conservative group to divert support from Youngkin.
Accountability Virginia came under fire for running social media ads in rural Virginia that misleadingly claimed conservatives were upset with Youngkin's support for the Second Amendment. Dominion Energy, a company that contributed to the PAC, sought a refund for a $200,000 contribution because of the group's deceptive tactics.
The PAC's payments to Elias's firms, which have not been previously reported, were for unspecified legal services. The payments were made from Sept. 13 to Dec. 16, according to Federal Election Commission records.
Elias's work for the PAC could undercut his vaunted status among Democrats as a defender of voting rights and election integrity. Elias has filed lawsuits for Democratic groups challenging state laws he claims restrict voters' access to the polls. He is also leading the legal battle to redraw congressional districts that Democrats say have been designed to disenfranchise minority voters. He appears frequently on MSNBC and CNN to accuse Republicans of voter suppression.
