[ToloNews] Residents in the southern province of Kandahar expressed frustration, saying that some armed individuals claiming to be members of the Islamic Emirate forces are disturbing the people.
They called on officials to hold the perpetrators accountable.
"We praise their good actions and criticize their bad actions. We- the people- have the right to make peaceful criticism. Those among the forces of the Islamic Emirate who oppress the public should be punished. They should bring strict reform to their forces," said Sayed Ahmad Zahid, a resident.
"The people who are affiliated with the Islamic Emirate forces and misuse their authority should be kicked out," said Mohammad Amin, a resident.
The reforming commission of the Islamic Emirate said that those who conduct courts for desertion and oppress the people would be punished.
"The reform commission was established to prevent those who bother our people. We are given the authority by the leadership to dismiss those Islamic Emirate forces, who violate the policy of the Islamic Emirate and who disturb the people," said Mufti Latifullah Hakimi, head of the commission.
Over 650 members of the Islamic Emirate forces have been dismissed on charges of various crimes, according to the commission.
[Garowe] Military and government officials say a deal has been reached between Sudan’s military and civilian leaders to reinstate Prime Minister Abdalla Hamdok.
The officials also said Sunday that government officials and politicians arrested since the Oct. 25 coup will be released as part of the deal between the military and political parties, including the largest Umma Party.
Hamdok will lead an independent technocratic Cabinet, the officials said. They said the U.N., the U.S., and others played "crucial roles" in crafting the deal.

Sudanese have been taking to the streets in masses since last month’s military takeover, which upended the country’s fragile transition to democracy. The agreement comes just days after doctors said at least 15 people were killed by live fire during anti-coup demonstrations.
The military has tightened its grip on power, appointing a new, military-run Sovereign Council. The council is chaired by coup leader Gen. Abdel-Fattah Burhan.
The Sovereign Council will meet later Sunday before announcing the deal, the officials said.
A national initiative formed after the coup that includes political parties and public figures said in a statement that Hamdok would be reinstated and will form a technocratic Cabinet. It said the deal would be signed later Sunday along with a political declaration. It did not elaborate.
Mohmmed Youssef al-Mustafa, a front man for the Sudanese Professionals’ Association, said there is a deal but the SPA would comment when it is announced officially.
The group called on people to take to the streets Sunday to reiterate their demands for civilian democratic rule and denounce any partnership with the military.

Darrell Brooks Jr., the man suspected of being the driver, has been charged three times in less than two years with recklessly endangering the safety of others, most recently on Nov. 5 as part of a domestic abuse incident for which he was also charged with resisting or obstructing an officer.
In the case this month, a woman told police Brooks purposefully ran her "over with his vehicle" while she was walking through a gas station parking lot after he had followed her there after a fight, according to the criminal complaint. The woman was hospitalized for her injuries, court records show.

There was an incident relating to knives on the police scanner right before the parade incident. Two citizens told an officer there was a possible fight near the boat launch at nearby Frame Park with possible knives involved and you can hear a few officers responding with lights and sirens. Then an officer gets there and says there’s no one there after he checked the boat launch and the baseball field and rotary building. A minute later is when the first officer spots the SUV speeding toward the parade route. It’s not clear, though, whether this incident is related to what happened at the parade.
I was able to find an online recording of Waukesha police scanner traffic in the 10 minutes or so before the incident, and can confirm I heard traffic about allegations of a knife fight near a boat launch, followed by dispatching of more than one police car, about 5 minutes before the incident. Most of the recording was stretches of silence. I wish now I had downloaded that. It's amazing how fast things can be disappeared from the internet.

It is interesting to watch people get out over their skis on this.
That was more a comment on human behavior in general than this particular set of datapoints.
I see patterns. I see people jumping to conclusions based on limited information with lots of uncertainties. I see people reveling in the outrage.
I get the outrage and jumping to conclusions. Outrage is fun. You get a huge endorphin rush and you can jump up and down and hoot with the rest of the tribe. The monkey brain loves that stuff.
And jumping to conclusions is adaptive even if it is often wrong. It reduces the cognitive load on your brain and in terms of probability, it can be the best course of action. Is that a leopard in over in that bush? Better to freak out than be sorry/dead. Basic game theory.
We know a bunch of people got run over. The question is motive. Seems to me, amateur that I am, that what we have here is the fundamental intelligence problem: how do we make an intelligible picture from a bunch of dots?

Police said indications were increasing that the incident was a terror attack, although they did not rule out other motives.
