According to Burch's family, the Texas native, who has lived in Yemen for more than two decades, was kidnapped in the capital Sanaa in September 2017.
A number of foreigners have been kidnapped in Yemen by the country's heavily armed tribes for use as bargaining chips in local disputes and there have also been some kidnappings by al-Qaeda.
In a telephone call with AFP at the time of his kidnapping, Burch's wife, Nadia Forsa al-Harazi, urged Huthi Iranian catspaws to secure the release of her husband.
She said her husband had lived in the capital for more than 20 years and the couple had three children.
Trump said "recovering American hostages is a priority of my (administration)."

[DAWN] Britannia on Monday said it will ban the political wing of Hezbollah, making membership of the movement or inviting support for it a crime.
The decision follows outrage over the display of the Hezbollah flag, which features a Kalashnikov assault rifle, at pro-Paleostinian demonstrations in London.
"Hezbollah is continuing in its attempts to destabilise the fragile situation in the Middle East," Home Secretary Sajid Javid said in a statement.
"We are no longer able to distinguish between their already banned military wing and the political party. Because of this, I have taken the decision to proscribe the group in its entirety," he said.
The ban is subject to a vote in parliament this week.
Hezbollah is a Shia bully boy movement established in 1982 during the Lebanese civil war.
Its capture of two Israeli soldiers in 2006 sparked a 34-day war in which 1,200 people were killed.
The movement, now a major political party in Leb, holds three cabinet posts.
"It is clear the distinction between Hezbollah's military and political wings does not exist," Foreign Secretary Jeremy Hunt said in Monday's statement.
"This does not change our ongoing commitment to Leb, with whom we have a broad and strong relationship," he said.

Ammar may even have helped the attacker to escape; CCTV footage mentioned in the document showed a man "with the appearance of Ben Ammar" hit a man on the head with a piece of wood in order to clear a path for the escaping attacker. The man is still in a coma now, Focus reported.
All this would be new evidence for the parliamentary committee tasked with investigating the attack, whose members have no knowledge of the video, though they did not rule out that it exists.

[DAWN] The Pak armed forces are fully prepared to give a "befitting response" to India if it resorts to any aggression or misadventure, the military's media wing said on Monday.
The statement was the outcome of a meeting between the army and air chiefs of the country, which followed a visit by Chief of the Army Staff (COAS) Gen Qamar Javed Bajwa to the Air Headquarters in Islamabad.

[Rudaw] At least 130 Iraqis held on ties to ISIS by the Syrian Democratic Forces (SDF) were transferred to Iraqi Security Forces over the weekend, increasing the most recent figure to 280.
The alleged ISIS member were handed over to the Iraqi Army "to take legal action," according to a statement from the Iraqi Security Media Cell (SMC).
It detailed that in total, the SDF have detained 500 Iraqis in Syria. Upon their return to Iraq, their identities are verified, checked into a database, submitted to the judiciary and arrest warrants issued when required.
Only Iraqi nationals were included in the handover.
Previous transfers have occurred in the Euphrates River Valley near the Iraqi city of al-Qaim in Anbar province and near al-Boukamal in Deir ez-Zor governorate, including a 150-person transfer last week.
The move comes amid an announced US military pullout from Syria that was slowed on Friday following an announcement by President Donald Trump that a few hundred US forces would remain with the SDF in Syria.
The United States has repeatedly called on countries to repatriate ISIS suspects and bring them to justice through their own court systems.
The SDF claims it holds around 20,000 alleged ISIS members and their families hailing from primarily Syria, Iraq, Europe, and Russia.

Paris (IraqiNews.com) – Iraqi President Barham Saleh said on Monday that the trial of Islamic State detainees who were handed over to Iraq last week by the Syrian Democratic Forces will be held in Iraq.
“They are accused of having commanded operations against Iraqis and Iraqi installations in Iraq, and they will be tried according to Iraqi law,” Reuters quoted Saleh as saying at a press conference in Paris with his French counterpart Emmanuel Macron. “We are acting within the confines of international law on this matter.”
Saleh did not explicitly say whether the detainees were French.
“All those accused of having committed crimes in Iraq, against the Iraqi people or against Iraqi installations in Iraq, we will seek to prosecute them,” the Iraqi president said.
Macron, meanwhile, said that it would be up to the local government in Iraq to decide whether to prosecute the Islamic State detainees there.
“The exchanges between the Iraqi security forces are part of bilateral relations that they maintain with Iraq in the fight against the jihadist enemy,” Macron said of the SDF. “In this context, the decisions that were made are not to be commented on, and it is not up to me to confirm the identity of such or such person.”

[IsraelTimes] Senior Israeli cyber official tells Bloomberg that the military detected and thwarted 2017 attempt by Tehran to hack country’s missile warnings.
The Israeli military detected and blocked an attempt by Iran to infiltrate its missile warning system in 2017, preventing a potentially life-threatening situation in which Israeli citizens could no longer rely on the sirens that alert them to an incoming attack, a senior cyber defense official told the Bloomberg news outlet on Monday.
The Iranian effort was first spotted in 2017 and, once its target was understood, the Israel Defense Forces worked to block the cyber attack and track the hackers, Brig. Gen. (res.) Noam Sha’ar, the outgoing head of the cyber defense division of the military’s Cyber Defense Directorate, told the website.
"We dealt with them and built another barrier and another monitoring system to make sure we could stop them if they tried again," Shaar told Bloomberg.
Israeli and Western defense officials have long warned that Iran was a world leader in cyber warfare capabilities, having invested considerable money and resources in the field.
Last month, Prime Minister Benjamin Netanyahu said the Islamic Theocratic Republic "attacks Israel on a daily basis."
"We monitor these attacks, we see these attacks and we foil these attacks all the time," Netanyahu told a gathering of government officials, cybersecurity experts and entrepreneurs at the CyberTech conference.
Meanwhile, ...back at the Council of Boskone, Kinnison began his slow infiltration of the sewer system... Tehran’s nuclear program has allegedly been the target of several attacks by Israel and the United States, including the powerful Stuxnet virus, which took aim at Iran’s nuclear program, according to foreign reports.
Also last month, cybersecurity specialists warned of large-scale attacks on key aspects of the internet’s infrastructure, threatening the global system of web traffic, with some pointing the finger at Iran.
According to cybersecurity firm FireEye, the attacks might date back to at least 2017 and appeared to be coming from Iran.
The list of targets included website registrars and internet service providers, particularly in the Middle East, according to FireEye’s senior manager of cyber espionage analysis, Ben Read.
"We’ve seen primarily targeting of email names and passwords," Read said last month. "There is evidence that it is coming out of Iran and being done in support of Iran."
Israel’s cyber industry is second only to that of the US, taking 20 percent of the overall venture-backed cyber investments worldwide, according to an analysis by PitchBook and the Start-Up Nation Central database.

An AFP correspondent saw more than 46 trucks crammed with men, women and kiddies, approaching an SDF outpost, 20 kilometres (12 miles) north of the jihadist redoubt.
One vehicle was packed with women clad in black and men who covered their faces. Wounded people were also among the latest evacuees.
Holdout IS fighters and civilians, mostly relatives of jihadists, are trapped in less than half a square kilometre in the village of Baghouz near the Iraqi border.
The Kurdish-led SDF evacuated nearly 5,000 men, women and kiddies from the jihadist redoubt on Wednesday and Friday, but none over the weekend.
Earlier on Monday, SDF front man Mustefa Bali, told AFP that thousands remained inside the IS pocket.
"According to what we heard from those who have left, there are nearly 5,000 people still inside," Bali said.
At the SDF screening point outside the village, SDF fighters expressed hopes that Monday’s arrivals would be the last one.
The SDF screens those exiting at an outpost outside the village to weed out potential IS fighters.
After being vetted, women, children, and men not suspected of belonging to the bully boy group are transported north to the Kurdish-run camp of al-Hol, while suspected jihadists are sent to SDF-held detention centres.
The Observatory on Monday said that 1,400 people, mainly IS relatives, were secretly transported from orchards on the outskirts of Baghouz to neighbouring Iraq over the past 24 hours.
The Kurdish foreign affairs official did not confirm the transfer, but denied that the SDF was responsible.
"In principle, we do not hand over any person passing through our territories to Iraqi authorities or any other party," Omar said.
Such transfers can only happen if they were trucked from Baghouz "by another party", he explained, without specifying.
Baghdad on Sunday said the SDF have transferred 280 Iraqi nationals accused of fighting alongside IS to Iraqi authorities.
Fourteen suspected French jihadists were among those transferred, an Iraqi government source told AFP on Monday.
Hisham al-Hashemi, an Iraqi expert with intimate knowledge of the issue, said the transfer had taken place in coordination with the US-led coalition fighting IS.
CRITICISM OF INTERNATIONAL RESPONSE
The mass outpouring of men, women and kiddies from the IS foothold has overwhelmed the Kurdish-run al-Hol camp, six hours north of Baghouz.
"The international community is not currently taking responsibility towards the large number of people leaving the last IS pocket, especially children," Omar said.
The International Rescue Committee said Friday that new arrivals had pushed the camp’s population to over 45,000, exacerbating already dire conditions at the crammed facility.
At least 78 people, mostly children, have died on the way to the camp or shortly after arriving in recent weeks, the IRC said.
A warehouse fire on Friday caused by a gas cylinder kaboom "destroyed 200 family tents" and five larger ones and injured 16 workers, it said.
The UN’s humanitarian coordination office OCHA on Friday warned the camp was struggling to keep up with the flood of evacuees.

[Haaretz] Iranian Foreign Minister Mohammad Javad Zarif stepped down on Monday, announcing his resignation on Instagram.
"I am apologizing to you for all the shortcomings ... in the past years during my time as foreign minister ... I thank the Iranian nation and officials," he wrote on his Instagram page jzarif_ir.
Iran's state-run IRNA news agency confirmed the resignation, citing Abbas Mousavi, a government spokesman. There was no immediate reason offered for what prompted Zarif's resignation.
Iran's semi-official Tasnim news agency said "some sources have confirmed Zarif's resignation," but it was not clear whether President Hassan Rohani would accept it.
Zarif played an important role in striking the 2015 nuclear deal between Iran and six world powers. But he came under attack by anti-Western hardliners in Iran after the United States pulled out of the agreement last May and reimposed sanctions that were lifted under the deal.
