[AnNahar] Afghanistan is arming hundreds of civilians nationwide to help protect mosques during one of the holiest months on the Islamic calendar after several deadly attacks on Shiite religious sites.
The government's move comes as it considers a similar proposal to arm 20,000 villagers to fight Islamist bully boys, highlighting the impotence of Afghanistan's army and police in beating back Lions of Islam and stemming the bloody violence.
The extra protection for mosques was announced on the website of Second Vice President Sarwar Danish. It also involves the deployment during the mourning month of Muharram of more troops and police around places of worship, particularly those of the Shiite Moslem minority.
Shiites, who number around three million in overwhelmingly Sunni Afghanistan, have regularly been targeted by Islamic State ...formerly ISIS or ISIL, depending on your preference. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems.... jihadists and accuse police and troops of failing to protect them.
"After the recent unfortunate incidents the people should not rely on security forces alone to provide them protection. The people, especially the youth, in their respective areas, need to focus on securing the mosques during the Muharram days," Danish said after a meeting with top security officials and Shiite leaders on Monday.
Muharram, beginning this week, marks the start of the Islamic new year and the mourning period for the seventh century killing of the prophet's grandson.
The holy day of Ashura, which falls on the 10th day of Muharram, is a key date.
Acting Interior Minister Wais Barmak said the training of "hundreds of people" recruited by the ministry to protect mosques had almost finished.
They will support the additional forces to be deployed around "sacred places".
"Measures have been taken to distribute weapons, salaries and other necessary means to the newly recruited people," Barmak said, according to the statement.
IS in the past 14 months has claimed a series of attacks which killed scores of Shiites.
There were two major assaults on Shiite mosques in August alone. In Kabul a jacket wallah and gunnies stormed a building during Friday prayers, killing 28 people and wounding scores more.
Earlier in the month an IS attack on a Shiite mosque in the western city of Herat ...a venerable old Persian-speaking city in western Afghanistan, populated mostly by Tadjiks, which is why it's not as blood-soaked as areas controlled by Pashtuns... left 33 worshippers dead and 66 maimed.

The man, named as asylum seeker Bilal Mohammed, 25, was pinned down by armed officers in the middle of the street in Newport, South Wales – more than 130 miles from the scene of Friday's attack in London.
Two other suspects, aged 30 and 48, were arrested a few hours later just two miles away in a raid on a 'halfway house' for asylum seekers.
Locals said Mohammed is a Kurdish student and part-time painter and decorator from Iraq, the same country as the teenage refugee suspected of planting the Parsons Green bomb.
Bilal Rehman, an elder at the mosque where Mohammed is said to have worshipped until around six months ago, claimed last night that he may have already been on the police radar. He said: 'He came to the UK when he was 15 or 16 for a safe haven.
'He was a gentle, quiet man who was studying construction or something to do with the building trade at college in Cardiff. But I think he may have already been known to the police. Officers went to his house about a year ago – they found books, I think.'
One local Muslim resident claimed the suspect had recently started receiving visitors in expensive cars from London. He said: 'He was always very humble, happy to be in the UK. But recently he started to receive visitors from people driving Mercedes and Jeeps, expensive cars with registration plates from London dealerships. It was very odd.'

Kirkuk (IraqiNews.com) Tens of Islamic State militants were killed, while a workshop for vehicles booby-trapping were destroyed as Iraqi jets launched airstrikes that targeted the group’s haven in southwest of Kirkuk, according to the military media.
A statement by the Defense Ministry’s War Media Cell said, “based on information from the Joint Operations Command’s, Iraqi fighter jets carried out several airstrikes that left a workshop used for booby-trapping vehicles, two weapon stashes and a rest house destroyed in Hawija.”
“The air raids also left tens of militants killed and several booby-trapped vehicles and weapons destroyed,” it added.
Earlier this week, the group lost three of his main leaders in Kirkuk during September during accurate air raids that targeted its rest houses and camps in Hawija or regions in its vicinity, according to Jabar al-Maamouri, a paramilitary official.
Hawija and other neighboring regions, west of Kirkuk, have been held by IS since mid-2014, when the group emerged to proclaim an Islamic “caliphate” in Iraq and Syria. The group executed dozens of civilians and security members there, forcing thousands to flee homes.
Further reinforcements from the Federal Police were sent earlier this month from Baghdad to the town, as the military command declared, late August, the end of operations in Tal Afar, the militants’ last haven west of Nineveh, and the approach of the launch of offensives for Hawija.

Annah (IraqiNews.com) Iraqi army forces invaded on Wednesday the first of three Islamic State bastions in western Anbar and near the borders with Syria, military and paramilitary sources were quoted saying.
Iraqi army forces invaded the town of Annah, hours after recapturing neighboring Rayhanna area, a military source told Baghdad Today. He said troops invaded the town from the Shuqaq al-Sakaniya (residential apartments) entrance, having pounded IS locations with rockets.
Abdullah al-Jugheifi, a senior commander of mobilization forces backing the government troops, was quoted saying that government troops took over al-Senaa and Shuqaq neighborhoods.
Meanwhile, the Defense Ministry’s War Media Cell said warplanes from the United States-led coalition killed 16 IS members and destroyed an ammunition storehouse in two raids on Annah.

On Tuesday, Iraqi Prime Minister Haider al-Abadi declared the launch of an operation to clear Islamic State havens in western Anbar, starting with the town of Annah. He promised “a new victory”, adding that IS “will not reap but a humiliating defeat and death”.
Iraqi joint troops managed earlier this week to liberate Akashat region, between Rutba town, on borders with Jordan, and Qaim, on the borders with Syria.
Anbar’s western towns of Annah, Qaim and Rawa have been held by the extremist group since 2014, when it occupied one third of Iraq to proclaim a self-styled Islamic Caliphate. Iraqi troops were able to return life back to normal in the biggest cities of Anbar including Fallujah, Ramadi and others after recapturing them.
Fighter jets from the Iraqi army and the international coalition regularly pound IS locations in the province.
Annah (IraqiNews.com) ISIS News Today: Islamic State militants used burned petroleum to blur vision for assaulting aircraft as operations continue to clear their havens in western Anbar.
Iraqi website SNG quoted a source at the Anbar Operations Command saying that the militias dug canals in the ground, fill them with black oil and set them on fire.
Meanwhile, Mohamed al-Basri, a senior leader at the Popular Mobilization Forces, the paramilitary troops fighting IS alongside the government, said the majority of fighters killed in operations in Annah were mostly Iraqis.
A few hours earlier, Iraqi forces invaded Annah, the first of three Islamic State bastions in western Anbar and near the borders with Syria, military and paramilitary sources were quoted saying.

Baghdad (IraqiNews.com) An alcoholics seller was killed Wednesday when an explosive device fitted beneath his car exploded in northeast Baghdad, according to security sources.
According to security source speaking to Baghdad Today, the explosion took place at Kreyaat region, northeast of the capital. Perpetrators and motives have not been unveiled yet, but attacks against alcoholics stores have been rampant at Iraq’s religiously conservative regions over the past years.
Iraq’s parliament banned the import selling and manufacturing of alcoholics in October 2016, to the dismay of several personal freedoms activists.
An earlier law in 2001 had conditioned that alcoholics sellers be non-Muslims, Iraqi nationals and not less than 21 of age.

The Iraqi capital has seen almost daily bombings and armed attacks against security members, paramilitary troops and civilians since the Iraqi government launched a wide-scale campaign to retake Islamic State-occupied areas in 2016. While most of of the explosions and attacks went without a claim of responsibility, Islamic State has claimed several incidents.
Baghdad (IraqiNews.com) A civilian was killed, while four others were wounded as a blast occurred in southwestern Baghdad, a security source said.
“A bomb placed on the side of the road in Khan Dhari in Abu Ghraib district exploded on Wednesday evening, leaving a person killed and four others wounded,” the source told AlSumaria News.
“Security cordoned the accident spot. The wounded were taken to hospital, while the victim was transferred to forensic medicine department,” the source added.
[AlAhram] Ottoman Turkish warplanes struck Kurdish holy warrior targets in northern Iraq on Tuesday, killing three holy warriors, the military said, as part of a widening campaign against the outlawed Kurdistan Workers Party (PKK).
In a statement, the military said the air strikes targeted the Zap region, the Ottoman Turkish name for a river which flows across the Ottoman Turkish-Iraqi border and is known as Zab in Iraq.
The air strike was the second on Tuesday and the third in the past two days since Ottoman Turkish soldiers started a military drill along the Iraqi border.
The army was training tank guns and rocket launchers across the southern border on Tuesday, less than a week before a Kurdish independence referendum in northern Iraq.
The show of force ahead of the vote reflects the scale of concern in The Sick Man of Europe Turkey ...the only place on the face of the earth that misses the Ottoman Empire.... , which has the largest Kurdish population in the region, that the plebiscite could embolden the outlawed Kurdish PKK which has waged a three-decade insurgency in Turkey's southeast since 1984.

[IsraelTimes] White House redirects funds for West Bank use that were originally designated for economic aid to Egypt
The Trump administration has directed an additional $20 million for the Paleostinian Authority, to go to wastewater projects in the West Bank, a White House official told The Times of Israel on Wednesday.
After funds initially allocated for an economic aid package to Egypt were frozen in August over that country’s poor record on democracy and civil liberties, the State Department and National Security Council decided six weeks ago to re-distribute that money toward West Bank initiatives, the official said.
If those specific funds ‐ which were part of a Fiscal Year 2016 budget allocation ‐ were not transferred, they would have evaporated at the end of September, when the fiscal year ends and such an appropriation would expire.
The White House source denied that the looming passage of the Taylor Force Act, which is set to be voted on in December, was the impetus for re-directing that money. The source cited the administration recently saying it "strongly supports the Taylor Force Act" and signaled that the president would sign it into law.
Jewish Insider, which first reported the re-allocation, had quoted an unnamed Congressional aide who said the White House "is trying to get money out of the door before Taylor Force goes into effect."
"The $20 million in question was part of the reprogramming out of the Egyptian account, a decision that was made on a totally different level," the official said on Wednesday. "The urgency was the end of September date, not the Taylor Force Act."
The source also emphasized those funds would be routed to specific programs that were supported by Israel and designed to enhance West Bank Paleostinians’ quality of life.
"To be clear, this is not money that we are giving unfettered to the Paleostinian Authority" of the ineffectual Mahmoud Abbas ... a graduate of the prestigious unaccredited Patrice Lumumba University in Moscow with a doctorate in Holocaust Denial... . "This is money that’s going to be used to complete very important sanitation projects that benefit the Paleostinian people," the official said.
"These projects that specifically improve the lives of the Paleostinian people are supported by the Israelis, because the wastewater issue is an issue for them, too."
The Taylor Force Act, which passed the Senate Foreign Relations Committee last month, would cut US funding to the PA if it doesn’t cease what critics call its program of compensating gunnies and their families.
The Paleostine Liberation Organization has condemned it, saying shortly after its committee passage that legislation was "unacceptable" and would violate Paleostinians’ human rights One man's rights are another man's existential threat. Named after a former US army officer who was stabbed to death by a Paleostinian assailant when visiting Tel Aviv in March 2016, the bill was added earlier this month onto a larger appropriations bill slated for a December vote, in a bid to increase its chances of passing the Senate during the current legislative session.
In a talk Monday to the Ad Hoc Liaison Committee’s annual meeting at the sidelines of the UN General Assembly, Trump’s special peace envoy Jason Greenblatt spoke about the administration’s hope to get more water and better sanitation in the Paleostinian territories.
An "area on which the United States and our partners are focused is wastewater treatment and reuse in the West Bank and Gazoo," he said, although he did not explicitly mention the $20 million that was being funneled for such projects.
Earlier this year, Congressional Republicans were highly critical of a similar B.O. regime decision to quietly authorize $221 million for Paleostinian programs during the former president’s final hours in office.
Trump officials went on to inform the Paleostinian Authority that it had frozen the funds just days after he entered the White House.

How can you lower taxes and cut the federal debt when you're squandering money on Third World hell holes? And what guarantees are there that the money won't find it's way into the pockets of the crooks who run those places?
That's money that was collected from American citizens who would be better off if they could keep it for themselves and couldn't care less what happens when Palestinians flush their toilets. For all we care they can shit in sand and wipe their butts the old Arab way with their left hands because they hate us whether we give them the money or not.

[ALMASDARNEWS] The al-Qaeda linked Hay’at Tahrir al-Sham group launched a large-scale offensive in the northern countryside of the Hama Governorate, Tuesday, targeting the key town of Ma’an near the Hama-Idlib Highway.
However, ars longa, vita brevis... the Hay’at Tahrir al-Sham would not go according to plan, as the terrorist group lost scores of combatants while attacking the Syrian Arab Army’s (SAA) positions in the northern Hama countryside.
Among the Lions of Islam killed in northern Hama were several high ranking commanders of al-Qaeda, including the so-called ’emir’ of Aleppo: Abu al-’Abbas ’Anadan.
The jihadist rebels are still launching sporadic attacks in the northern Hama countryside; however, they have failed to yield any advance near Ma’an.

According to military sources, the Tiger Forces liberated the towns of al-Tabni, al-Turayif, al-Buwytiyah, Khan Zahra and al-Masrab during the course of this push.
Furthermore, the elite formation also secured the strategic Salim mountain range and the Manjm al-Malah salt mines area.
By this advance, the Tiger Forces have reached the strategic town of Shamiya and are now somewhere between 25 to 30 kilometers away from reaching Syrian Army troops stationed in southeast Raqqa Governorate, themselves being near another strategic town ‐ Ma’adan.

[ALMASDARNEWS] Russian jets have preemptively destroyed two al-Qaeda boom-mobiles in northern Hama Governorate. The jihadist group intended to use the devices against Syrian Army positions in support of a large offensive it launched yesterday.
According to sources, the two boom-mobiles were located well behind al-Qaeda’s front-lines in northern Hama by Russian air reconnaissance. Upon identifying the suicide vehicles, Russian precision munitions were directed onto them, destroying both.
Reports clarify that both boom-mobiles were not even en-route to their targets at the time of their destruction and that Russian airpower successfully interdicted them before Ha’yat Tahrir al-Sham even initiated its offensive.
This serves to explain why no car kabooms were reported by any official sources yesterday despite that fact that jihadist forces launched a major offensive against the Syrian Army.
Jihadist militias such as Ha’yat Tahrir al-Sham always use at least one to two boom-mobiles against pro-government forces during major offensive operations.

They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems.... (IS) group, a monitoring said on Wednesday as they announced they were in the "final stages" of capturing the terrorists' Syrian stronghold.
Under siege in the northern city for three months, IS is struggling to defend its one-time bastion under a barrage of air strikes by the US-led coalition battling the Death Eaters in Syria and Iraq.
"Because of the heavy coalition air strikes, IS withdrew from at least five key neighbourhoods over the past 48 hours," said Rami Abdel Rahman, head of the Britannia-based Syrian Observatory for Human Rights.
"This allowed the Syrian Democratic Forces (SDF) to control 90pc of the city."
The SDF is an alliance of Kurdish and Arab forces the coalition is backing in Syria with air strikes, equipment and advisers.
IS pulled out of the north of the city and abandoned its grain silos and mills, and was now confined to the city centre, Abdel Rahman said.
The SDF said its forces had mounted a "surprise attack" on IS in the city's north.
