Such a deal is still likely to be very controversial in the United States, and talk of the unusual agreement comes months before a midterm election, where the Senate majority is in play.

So what. Without Senate ratification, it won't be legally binding. Just like the Kyoto Protocol. Empty gestures and irrelevant symbolism are all the left is any good at anyway.

It is easy to assume Obama is stupid. This is nothing but a "gesture", nothing more. But we do have a President of the United States who really has no respect for the design of the American System, its Institutions, and ultimately for the character of its common people.

All Obozo is doing these days is fundraising. So this is just a fundraising tactic, to fleece the leftie rubes. Like a televangelist telling viewers they'll be saved if they donate all their money. A garden variety con artist, who will presumably abscond with a goodly chunk of the sums collected. The sooner the better.

He can do that if he desires, but where will he get the $$ to implement? Assuming the House finds 2 balls to rub together, they could create budgetary legislation that stipulated where funds went and this POS shrivels and dies on the vine.
Of course finding said balls is the first step.

On O's part it is delusional thinking. He is playing to one or more of the 8-ball organizations in his base. He has become totally irrelevant in foreign policy, and he is headed for the same thing domestically. He has pi$$ed off a lot of supporters and his base is shrinking too, exept the Kool Aid drinkers.
