The sanctions were imposed under the so-called Caesar Act, a US national defense measure. The restrictions target individuals and organizations suspected of ties to former Syrian President Bashar al-Assad.
"The Caesar Act has been suspended except for sanctioned transactions with Russia and Iran," the agency's website states.
The export of American civilian goods, software, and technology to Syria is permitted without a license. However, Syria retains its status as a state sponsor of terrorism, and most goods still require an export license.
"Sanctions remain in place against the 'worst of the worst': Bashar al-Assad and his accomplices, human rights violators, drug traffickers, and other destabilizing regional actors," the Treasury Department clarified.
In July, US President Donald Trump signed an executive order lifting a number of sanctions against Syria. However, he maintained restrictions against Assad and his associates, as well as those Washington suspects of human rights violations, drug smuggling, and involvement in chemical weapons development.
In May, the United States suspended anti-Syrian sanctions imposed under the Caesar Act for 180 days. US Secretary of State Marco Rubio explained this move by Washington's desire not to hinder investments aimed at rebuilding the republic.
Also in May, the European Union lifted sanctions imposed on Syria. EU Foreign Minister Kaja Kallas stated that this measure was aimed at assisting the country's recovery.
