Terrorists had been preparing attacks in Derbent and Makhachkala for about a month
Direct Translation via Google Translate. Edited.
[Regnum] The militants who carried out the terrorist attacks in Makhachkala and Derbent did not spontaneously choose the targets of their attacks, but planned them in advance. Investigators came to this conclusion after studying the correspondence on the attackers’ phones.

Investigators also found out that the attack had been prepared for about a month, and the terrorist cell, according to one version, was concentrated around a house of worship in the Sergokalinsky district of Dagestan.

As the Izvestia newspaper reported, citing a source familiar with the investigation, in particular, the militants planned the murder of priest Nikolai Kotelnikov. It was the rector of the temple that they had previously chosen as one of the main targets of their attack. Also, when preparing the terrorist attack, the militants clearly identified other targets for attack - a synagogue and an Orthodox church in Derbent, as well as a temple in Makhachkala.

Father Nikolai died at the hands of terrorists on June 23 in Derbent. Member of the Public Chamber of Dagestan Shamil Khadulaev said that the attackers cut the throat of the 66-year-old rector of the Church of the Intercession of the Holy Virgin in Derbent. Later, the head of the press service of the mayor's office, Telman Radzhabov, said that the priest died from a shot.

As IA Regnum reported, the militants who carried out the terrorist attacks in Makhachkala and Derbent posted a photo of the rector in their chat, where on the eve of the terrorist attacks they indicated the time of the attack on the priest with the words “tomorrow in that place at 16,” after which they wished each other good night and help from Allah.

Father Nikolai Kotelnikov taught the residents of Derbent the basics of the Orthodox faith in Sunday school for more than 40 years and enjoyed great authority among representatives of other faiths and townspeople. The deceased priest left behind a wife, three daughters and six grandchildren. As the deputy chief priest in the zone of the special military operation, Archpriest Pyotr Gritsenko, said, Kotelnikov was a meek and tolerant person. He had known the murdered priest since childhood. Father Nikolai was his father's betrothed brother and Peter's uncle. They kept in touch until the very end.

The farewell ceremony for the archpriest is expected to take place on June 26. He will be buried in Derbent.

On June 23, armed militants attacked two Orthodox churches, synagogues and a traffic police post in Makhachkala and Derbent. Law enforcement officials eliminated six terrorists. The police have identified the five attackers. Among them was a mixed style (MMA) fighter Gadzhimurad Kagirov, as well as two sons and a nephew of the now former head of the Sergokalinsky region of Dagestan, Magomed Omarov.

Dagestan Mufti Abdulaev: a tough and timely reaction is needed to the terrorist attacks in Dagestan
Direct Translation via Google Translate. Edited.
[Regnum] Tragedies like the one that occurred in Dagestan, where terrorist attacks in Makhachkala and Derbent killed over 20 people, most of them law enforcement officers, could only have been avoided with a tough and timely response to what was happening. This opinionwas expressed by the Mufti of the Republic of Dagestan, Akhmad Abdulaev, in a conversation with Lenta.ru.

He reminded the regional authorities of the autumn pogroms at the Makhachkala airport. The mufti believes that the too soft reaction to this event is clearly related to the current terrorist attacks.

“If such events are left without a proper reaction every time, there may be more victims, so, of course, we need a tough reaction from those structures that have legal authority to do this,” Abdulaev emphasized.

The mufti is confident that in order to stabilize the situation, it is necessary that the events that took place receive a fair assessment from law enforcement officers. Also, he believes, it is necessary to strictly block access and curiosity to use information from outsiders in which the Ukrainian trace is obvious.

“Thirdly, we need to take a closer look from the inside to see who meets these external demands and pressures,” Abdulaev added.

He recalled that in Dagestan there are areas where potential terrorists have settled; people usually call them Wahhabis.

“This loyal and democratic flirtation with the Wahhabi movements should be banned as a whole, and not targeted at individual groups that multiply like toadstools,” said the mufti.

Abdulaev emphasized that such lawlessness cannot be allowed to repeat.

As Regnum reported, on June 23, armed militants attacked two Orthodox churches, synagogues and a traffic police post in Makhachkala and Derbent. As a result, 15 security officials were killed. On June 25, the head of the Derbent district, Mavsum Ragimov, reported that the number of dead law enforcement officers had increased to 16 people.

Archpriest Nikolai Kotelnikov was also among the victims of the terrorists. According to the Republic's Ministry of Health, 21 people died as a result of the terrorist attacks, and 46 were injured. A source from the Telegram channel “112” reported on June 25 that the number of deaths as a result of the terrorist attacks in Dagestan increased to 25 people - 15 security officials, five civilians and five people whose identities have not yet been established. In addition, the channel’s interlocutor indicated that 51 people were injured.

Security forces eliminated the attackers. The Investigative Committee reported on June 24 that law enforcement officials had identified the five killed militants.

The head of Dagestan, Sergei Melikov, called the terrorist attacks that occurred in Makhachkala and Derbent on June 23 a planned action by the enemies of the republic, both external and internal. He noted that there are those who really do not like that Dagestan is “firmly taking” the path of new socio-economic development.

Melikov believes that the terrorist attacks, the purpose of which is to sow discord among the peoples of Russia, were most likely planned from abroad.

Putin posthumously awards the priest killed in Dagestan the Order of Courage
Direct Translation via Google Translate. Edited.
[Regnum] Russian President Vladimir Putin awarded priest Nikolai Kotelnikov, who was killed in Dagestan, with the Order of Courage posthumously. The corresponding decree was published on June 25 on the official portal of legal information.

“To award the Order of Courage to Nikolai Mikhailovich Kotelnikov, archpriest, rector of the local religious organization of the Orthodox parish “Church in Honor of the Intercession of the Blessed Virgin Mary” in the city of Derbent, Republic of Dagestan, Makhachkala Diocese of the Russian Orthodox Church (Moscow Patriarchate) (posthumously),” the decree says.

It is noted that the priest was awarded for courage and dedication shown at the cost of his own life while saving citizens from a terrorist attack.

As reported by Regnum news agency, on June 23, armed militants attacked two Orthodox churches, a synagogue and a traffic police post in Makhachkala and Derbent. Law enforcement officials eliminated six terrorists. The police have identified the five attackers.

Father Nikolai died at the hands of terrorists on June 23 in Derbent. Investigators, having studied the correspondence in the attackers’ phones, came to the conclusion that they did not spontaneously choose the targets of their attacks, but planned them in advance. The terrorists chose Nikolai Kotelnikov as one of their main targets. Also, when preparing the terrorist attack, they clearly identified other targets for attack - Orthodox churches and synagogues in Derbent and Makhachkala.

In addition, the militants posted a photo of the rector in their chat, where on the eve of the terrorist attacks they indicated the time of the attack on the priest with the words “tomorrow in that place at 16.”

Father Nikolai Kotelnikov taught the residents of Derbent the basics of the Orthodox faith in Sunday school for more than 40 years and enjoyed great authority among representatives of other faiths and townspeople. The deceased is survived by his wife, three daughters and six grandchildren. The farewell ceremony for the archpriest is expected to take place on June 26. He will be buried in Derbent.

The murder of an Orthodox priest in Derbent is an attempt to disrupt interethnic and interfaith peace in Russia. This opinion was expressed to a Regnum correspondent by political scientist and specialist in interethnic conflicts Evgeniy Mikhailov, commenting on the investigators’ conclusions that the militants had planned the murder of Nikolai Kotelnikov in advance.

[Jpost] The French public prosecutor's office has received complaints and reports of "harassment and threats against the three" minors accused of being involved with the antisemitic rape of a 12-year-old girl, Le Parisien reported late Tuesday night.

The Crime Suppression Brigade "has received several complaints and reports as part of investigations opened, in particular for the dissemination of identification details of the minors involved on social networks and for violation of the confidentiality of the investigation," the prosecution told the source.

Israel-Palestine-Jordan
October 7 victims sue UNRWA for $1 billion, claiming it aided and abetted Hamas
[IsraelTimes] Lawsuit, filed in New York, alleges UN Palestinian aid agency’s compliance in letting terror group use its facilities, says payment of its workers in US dollars helped fund Hamas.

More than 100 victims of the devastating October 7 Hamas assault on Israel and their families filed a lawsuit Monday claiming $1 billion in damages from UNRWA, the UN aid agency for Palestinians, accusing that it aided and abetted the terror group’s assault.

The 167-page lawsuit named as defendants the United Nations Relief and Works Agency for Palestine Refugees, as well as seven of its past and current leaders, including head Philippe Lazzarini.

It said UNRWA, which coordinates nearly all aid to Gaza, let Hamas use its facilities for weapons storage, allowed tunnels and command centers to be built under its sites, and funneled cash into the terror group’s coffers by insisting on paying employees in US dollars.

“Hamas did not carry out these atrocities without assistance,” the lawsuit said. “Defendants were warned repeatedly that their policies were directly providing assistance to Hamas,” it asserted. “In the face of those warnings, Defendants continued those very policies.”

On October 7, Hamas led 3,000 terrorists in a massive cross-border attack on Israel that killed over 1,200 people in southern Israel, mostly civilians, amid numerous atrocities. Terrorists also abducted 251 people of all ages as hostages to Gaza.

Chicago-based law firm MM-Law LLC and New York firm Amini LLC filed the suit in the Southern District of New York on behalf of 101 victims or their families.

Aside from Lazzarini, the other defendants are former or current UNRWA top officials Pierre Krähenbühl, Filippo Grandi, Leni Stenseth, Sandra Mitchell, Margot Ellis, Gréta Gunnarsdóttir.

Krähenbühl is currently director-general of the International Committee of the Red Cross and Grandi is the current United Nations High Commissioner for Refugees.

The lawsuit highlights that UNRWA insisted on paying its employees in US dollars, amounting to $1 billion in the period covered by the claim. Employees were unable to spend the dollars directly in the Gaza Strip, which uses the Israeli shekel, needing instead to convert the cash at Hamas-controlled money changers who took a commission.

UNRWA, the plaintiffs said, “knowingly providing Hamas with the US dollars in cash that it needed to pay smugglers for weapons, explosives, and other terror materiel.”

Hamas money changers took a 10%-25% spread on transactions, “ensuring that a predictable percentage of UNRWA’s payroll went to Hamas.”

In addition, the lawsuit said UNRWA “knowingly provided material support to Hamas in Gaza” by allowing the terror group safe harbor in its faculties, including schools and other buildings used for weapons storage or command centers, based on the assumption that its premises “were inviolate” and thus immune to attack by Israel.

“The resulting atrocities were foreseeable, and the defendants are liable for aiding and abetting Hamas’ genocide, crimes against humanity, and torture,” the lawsuit said.

It also accused UNRWA of using Hamas-approved textbooks in its schools that “indoctrinate children from a young age into a death-cult ideology of hatred and genocide” and produce new recruits for the terror group.

The lawsuit included firsthand accounts of abuse that some hostages suffered during their abduction and imprisonment in Gaza,

The plaintiffs stressed that they are not seeking in court “a forum to air political grievances,” but rather “seeking monetary compensation for their injuries from parties who are liable for those injuries on traditional tort principles.”

UNRWA did not respond to requests for comment from UK’s Jewish Chronicle or Fox News, which first reported on the lawsuit.

One of the plaintiffs is Ditza Heiman, who was abducted by terrorists on October 7 and then released in an exchange deal 53 days later. She has reported that the man who kept her captive was a teacher in an UNRWA school and that she was fed food rations that were issued by the UN agency, and marked not for sale.

“The fact that Hamas ruled Gaza was not an excuse for UNRWA to hire and finance terrorists, but it should have ensured that UNRWA took additional precautions,” Heiman told Ynet.

Other plaintiffs are Gadi and Reuma Kedem, whose daughter Tamar, son-in-law Yonatan, and three grandchildren Shahar, Arbel, and Omer were all murdered by Hamas in their home in Kibbutz Nir Oz. Yonatan’s mother, Carol, was also slain that day.

“There is no pain in the world that compares to burying your children and grandchildren who were murdered and strangled in their own home,” Gadi Kedem told Ynet.

“All that remains is to fight so that those responsible for strengthening Hamas are held accountable. UNRWA strengthened Hamas and transferred funds and financed the murders, while being a full partner in the growth of Hamas terrorists. UNRWA and its managers are completely complicit in the murder of my children and my family.”

Separately Monday, UNRWA Director Lazzarini called to push back against efforts by Israel to have the organization disbanded.

“Israel has long been critical of the agency’s mandate. But it now seeks to end UNRWA’s operations, dismissing the agency’s status as a United Nations entity supported by an overwhelming majority of member states,” Lazzarini said at a meeting of the agency’s advisory commission.

“If we do not push back, other UN entities and international organizations will be next, further undermining our multilateral system.”

Israel has also accused UNRWA, the largest employer in the Palestinian territories, of turning a blind eye to Hamas activities and employees of actively aiding terror groups.

In February, Defense Minister Yoav Gallant claimed that of the 13,000 UNRWA employees in Gaza, at least 12 percent were affiliated with the Hamas and Palestinian Islamic Jihad (PIJ) terror groups, including 1,468 employees active in Hamas and PIJ. Of those, 185 UNRWA workers were active in the military branches of Hamas, and 51 in the PIJ military branch, he said.

Gallant also alleged that at least 12 UNRWA employees took an active part in the October 7 massacre and that at least 30 more assisted by facilitating the taking of hostages and looting from Israeli communities overrun by Hamas terrorists.

The IDF, which launched an offensive against Hamas following October 7, has also uncovered several tunnels running under UNRWA compounds in Gaza and documented terror operatives in UN facilities. It also uncovered a Hamas data center under the UNRWA headquarters in Gaza City.

Numerous reports have found that UNRWA schools and teachers continue to teach hatred of Jews and glorify terrorism.

Israel’s accusations prompted many governments, including top donor the United States, to suspend funding to the agency, threatening its efforts to deliver aid in Gaza.

An independent review of UNRWA, led by French former foreign minister Catherine Colonna, found some “neutrality-related issues,” but said Israel had yet to provide evidence for its main allegations.

Some governments, including Italy, Germany, and Austria have resumed their funding.

Israel's low-level conflict with the Lebanese group has escalated in recent weeks, raising fears of an all-out war.

"We will now dedicate long weeks... in an attempt to reach an arrangement" along the border, Israeli National Security Adviser Tzachi Hanegbi said.

Speaking at the Herzliya Conference, an annual gathering of policymakers and analysts, Hanegbi said Hezbollah may find "a kind of ladder to climb down" as Israel shifts to less intensive operations in the southern Gaza city of Rafah.

"If there is no arrangement through diplomatic means, everybody understands that an arrangement is required through other means. But currently we prefer to focus on the diplomatic campaign," he said.

U.S. envoy Amos Hochstein met with Lebanese and Israeli leaders the week before to try to calm tensions. Hezbollah has said it will continue its attacks until there is a cease-fire in Gaza.

Netanyahu 'not interested' in war with Hezbollah

Axios noted that Israeli and U.S. officials are trying to find an off-ramp that is short of a ceasefire in Gazoo

, which "doesn't seem to be imminent but will de-escalate the situation at the Lebanon-Israel border."

"One option is to try to use the end of the Israeli military operation in Rafah, which could take place in two weeks and end the high-intensity phase of the war in Gaza, as a point for de-escalation," Axios said.

Tensions have been rising with growing exchanges of fire between Israel and Hezbollah.

Netanyahu has said Israeli forces are winding up the most intense part of the Gaza war and will redeploy to the northern border, although he cast the move as defensive.

More than eight months of cross-border fire between Hezbollah and Israeli forces have left at least 481 people dead in Lebanon, mostly fighters, but also including 94 civilians, according to an AFP tally.

Israeli authorities say at least 15 soldiers and 11 civilians have been killed in Israel's north.

Tens of thousands of residents have also been displaced on both sides of the border and Israel has repeatedly threatened that it might use military action to return its citizens to their communities.
