[GOOBJOOG] Prime Minister Hamze Barre has lashed out at Puntland ...a region in northeastern Somalia, centered on Garowe in the Nugaal province. Its leaders declared the territory an autonomous state in 1998. Puntland and the equally autonomous Somaliland seem to have avoided the clan rivalries and warlordism that have typified the rest of Somalia, which puts both places high on the list for Islamic subversion... president Abdullahi Deni over what he termed as his attempts to sabotage the debt relief process in what is perhaps the harshest criticism against the embattled leader from the Federal Government.
Speaking during a function Monday night in Kaaran district of Mogadishu, Barre said Deni’s failure to participate in key decision-making forums such as the National Consultative Council was tantamount to sabotaging the debt relief process. Somalia is anticipating reaching the Completion Point of the debt relief process under the Highly Indebted Poor Countries (HIPC) initiative next year.
"I am telling the Somali people from Puntland, my brothers, they do not deserve a black history to be written in Puntland, to say that Somalia’s debt forgiveness has failed, that it was failed by Puntland, that cannot be accepted, we ask that development and politics be separated," Barre said.

[GOOBJOOG] Federal Government of Somalia Prime Minister Hamse Abdi Barre has reiterated the government’s commitment to win the war against al-Shabaab ...... the personification of Somali state failure... and completely liberate all parts of the country.
The Prime Minister spoke during an event at Karaan district that was aimed at boosting the morale of the Somali Security Forces and thanking them for their efforts in keeping the country safe from the threats posed by al-Shabaab.
The function was also attended by Deputy Prime Minister Salah Ahmed Jama and the Council of Ministers who also underscored the commitment by government to completely eliminate al-Shabaab from Somalia.
Prime Minister Hamze also praised the citizens of Somalia for assisting the security forces in the war by providing crucial information that has made it easy to identify and neutralize threats posed by the bully boys.
He noted that the improved security within the capital Mogadishu was due to the cooperation between security officials and the citizens and added that the people of Somalia now have a historic opportunity to liberate their country.
Prime Minister Hamze also donated over 50 camels to the security forces to boost their morale in the war.

The camel's back was broken under the military dictatorship of Muhammad Zia-ul-Haq (9/1978 to August 1988). The camel has struggled, and failed, to get off its knees ever since.

In an official letter written to the Punjab Board of Revenue, on February 8, by the Director General Strategic Projects of the Pakistain Army, the military offers to develop "waste barren lands" in Punjab through corporate agro farming.
The military cites high oil and food prices as a serious challenge to Pakistain’s economy and its agricultural sector, arguing that the army has experience "gained through development of waste barren lands, placed on military schedule in various parts of the country for the wards of Shuhada and War Wounded Persons."
Providing a timeline for the project, the military proposes in the letter the "immediate" release of 10,000 to 15,000 acres of irrigated land for a pilot project, followed by 100,000 acres of land by March 1.
It then recommends the "identification and lease of one million acres [of state land] in the Cholistan Development Authority’s area of responsibility" by April.
The letter was submitted by Punjab’s advocate general office in the Lahore High Court (LHC) on Tuesday, where Justice Abid Hussain Chattha is hearing a case related to the matter.
It is important to mention that after the letter in February to the Board of Revenue, a month later, in March the Punjab government signed an agreement with the army to allot 45,267 acres of state land in the districts of Bhakkar, Khushab and Sahiwal for corporate agricultural farming on lease for 20 years.
Soon after the notification went public on March 17, lawyers, Fahad Malik and Ahmed Rafay Alam, representing the Public Interest Law Association of Pakistain, filed a petition in the Lahore High Court arguing that the grant of land by a caretaker government in Punjab was "unconstitutional and illegal", as the scope of a caretaker government was limited to performing day-to-day functions.
The petition also added that out of the over 45,000 acres of state land being transferred, 23,027 is forest land. Punjab’s law prohibits clearing or breaking of the land for agriculture, the petition stated.
After hearing the petition, on March 31 the Lahore High Court stayed the transfer of the state land on lease to the Pakistain military.
Separately, in a presser held on April 25, Major General Ahmed Sharif Chaudhry, the director general of the military’s media wing, the Inter-Services Public Relations, was asked about the corporate farming project. He replied that food security was a challenge for Pakistain.
"In developing and developed countries their governments have used the military, in some way or the other, to improve the agriculture sector," he said, adding that what role the military can play in making lands more cultivable, was in the end the decision of the provincial and federal government.

[Shafaq News] Security services in Kirkuk Governorate made a grim discovery on Tuesday, unearthing a mass grave believed to contain the remains of individuals who perished during the period of ISIS control over the region.
According to a security source, the mass grave was found within the al-Baghara base in Kirkuk Governorate.
Preliminary information suggests that the cemetery contains the remains of five individuals, but efforts are underway to determine if additional bodies are yet to be recovered.
The unearthing of mass graves serves as a chilling reminder of the atrocities committed by ISIS during its reign of terror in the region. Such discoveries contribute to the ongoing efforts to uncover the truth, bring justice to the victims, and provide closure to their families.
Authorities are expected to continue their meticulous work searching for and documenting any additional mass graves in the area. They strive to shed light on the dark chapter in Kirkuk's history and ensure accountability for the crimes committed.

[Shafaq News] The al-Shirqat District Administration, situated in the northern Saladin Governorate of Iraq, has declared the achievements of its social integration program aimed at reintegrating families associated with ISIS into the community.
The program, supervised by the federal government and initiated by the Saladin Governorate, specifically targeted families whose children were involved with ISIS between 2014 and 2017.
In collaboration with the Iraqi government, security agencies, and judicial authorities, the program has achieved significant progress.
According to Alaa al-Shuaib, the Kaimakam (sub-governor) of al-Shirqat, approximately 2,000 ISIS families responsible for acts of violence, killings, and destruction have been successfully reintegrated into society.
The reintegration process adhered to strict legal and security procedures to ensure the safety of the returnees and to verify their lack of involvement in any terrorist activities.
Al-Shuaib emphasized that these reintegrated families have not encountered threats, tribal demands, or other challenges.
However, some men learn by reading. A few learn by observation. The rest have to pee on the electric fence for themselves... al-Shuaib acknowledged that several hundred ISIS families directly implicated in terrorist acts or providing support to the group have not yet returned. These individuals are ineligible for repatriation under any circumstances.
Al-Shuaib recognized the vital role of humanitarian organizations and tribal institutions in advocating for the rights of victims and those affected by terrorism while simultaneously ensuring the innocence of returning families.
He stressed that the opportunity for innocent families, untainted by terrorist ideologies, to return remains open while reiterating that individuals associated with terrorism and bad boy ideas will not be permitted to reintegrate.

ISIS seized large swathes of Iraqi and Syrian territory in 2014 and declared a so-called "caliphate." While the group was declared territorially defeated in Iraq in 2017, it still continues to pose serious security risks through hit-and-run attacks, bombings, and abductions across several provinces.
The snuffies have particularly taken shelter in a security vacuum in parts of northern Iraq that are disputed between Baghdad and Erbil, stretching across several provinces including Diyala, Salahaddin, and Kirkuk.
"We believe that reaching this number of deaths in geographically complex areas is a major achievement in our scope of work against terrorism and to combat bandidosmurderous Moslems in areas that they believe can be safe havens," Khafaji added.
