The story began when US Congressman, Scott Perry from Pennsylvania said during a government meeting that $697 million in US aid money was going to terrorist groups like Boko Haram, ISIS, and al-Qaeda. Perry also claimed that $136 million meant to build schools in Pakistain showed no results.

''You can't say it's just an allegation; it's more than that,'' said Senator Ali Ndume, who represents Borno South, an area heavily affected by Boko Haram attacks. ''That's why the Nigerian government and the National Assembly, especially, need to look into it to investigate and verify the veracity of such a very weighty allegation,'' Ndume said whilst speaking on Channels Television's Sunday Politics.

Osun: IGP Egbetokun condemns violence, vows to deal with perpetrators
[DAILYPOST.NG] The Inspector-General of Police, IGP Kayode Adeolu Egbetokun, has ordered the deployment of additional tactical squads to Osun State to bolster security and restore law and order.

This comes as the Nigeria Police Force condemned, in strong terms, the incidents that have disrupted peace and safety in the state, vowing to bring the perpetrators to justice.

NY leaders issue warnings about anti-Israel protest tomorrow in Brooklyn Jewish neighborhood
[IsraelTimes] New York political leaders issue warnings about an anti-Israel protest planned for tomorrow in Boro Park, a neighborhood in Brooklyn with a large Orthodox Jewish population.

The anti-Israel protest group PAL-Awda

says it will hold a protest tomorrow evening in the area.
And who is covering their expenses, pray tell?
The starting point for the protest is near a number of synagogues. The group says the protest is aimed at an event selling real estate in Israel, although the location for the event has reportedly been changed.

“Flood Boro Park to stop the sale of stolen Palestinian land,” the group says in a post announcing the event. Anti-Israel groups in New York often refer to their events as “floods,” an homage to the Hamas term for the October 7, 2023, invasion of Israel, the “Al-Aqsa Flood.”

Simcha Eisenstein, a Jewish politician who represents the area in the New York State Assembly, calls on the NYPD and mayor to “prevent this hateful, targeted protest against our local Jewish community.”

Kalman Yeger, a Jewish New York State assembly member from another area of Brooklyn, said, “Hamas terrorists plan to storm our community on Tuesday. NYPD can and must stop this.”

New York Rep. Ritchie Torres, from the Bronx, says, “PAL-Awda is targeting Boro Park simply because it is Jewish.”

“The pervasive post-Oct 7 atmosphere of amplified antisemitism has driven antisemitic hate crimes to historic highs in New York — a profound failure of public safety on the part of both the city and the state,” Torres says.

The local community board says it is in contact with the NYPD.

“We’ve been assured that they are fully prepared and will not allow any illegal activities, intimidation, or harassment of our residents,” the board says. Rep. Daniel Goldman, of Manhattan, says, “This ‘protest’ is in fact targeted harassment aimed at a neighborhood with one of the highest populations of Orthodox Jews in the US.”

“To harass and intimidate Jews because of the actions of Israel is textbook antisemitism. True progressives must speak out against this hate,” Goldman says.

Family, friends fear for fate of Nepali hostage Bipin Joshi: ‘He saved our lives’

Unlike some others seized during the October 7, 2023 attack — when thousands of turbans killed 1,200 people and kidnapped 251 in southern Israel, sparking the war in Gaza — there has been no information about the 24-year-old since that day.

"He knew nothing about this war, and it’s been 16 months that he is captive," said Himanchal Kattel, a close friend who has Joshi to thank for surviving the attack.

"People should talk more about him," said Kattel, also a Nepali agriculture student who was working with Joshi at the farm in Alumim, near the Gaza border.

Few in Israel remember Joshi’s name or recognize the face of one of the five foreign hostages still held in Gaza since the 2023 attack — just two of whom, including Joshi, are thought to be alive.

In Nepal, his father Mahananda Joshi told AFP the family was extremely worried, waiting "for any news — anything — about him."

"So many others have been released but our son remains captive," said the father.

"If something happens to me, you have to take care of my family. Be strong and always look to the future."

Bipin Joshi had arrived in Israel just two months before the Hamas attack, to work on a farm as part of his studies.

When turbans reached Alumim, Kattel recalled, they hurled a grenade into a bunker where a group of Nepali workers were sheltering after hearing warning sirens in the early morning.

Without hesitating, Joshi picked up the grenade and threw it back at the assailants, said Kattel, one of the few survivors of the attack on the farm.

"He saved our lives. I wouldn’t have been alive today" if it weren’t for his swift action, he added.

Twenty-two foreign farm workers, 10 from Nepal and 12 from Thailand, were killed in Alumim before the Israel Defense Forces regained control of the area.

Since a truce in the Israel-Hamas war went into effect nearly a month ago, the terror group has released 19 Israeli hostages, in six groups, as well as five Thai captives freed outside the scope of the ceasefire agreement.

More releases are expected, but Joshi’s name did not appear on the list of hostages to be freed under the first phase of the truce.

"Perhaps our government’s efforts have not been strong enough," said his father.

In the first phase of the hostage-ceasefire deal, Hamas is slated to release 33 women, children and civilian men over 50 and those deemed "humanitarian cases," in return for some 1,900 Paleostinian prisoners.

An Israeli official told The Times of Israel Monday that negotiations for the second phase, when remaining living male hostages are slated for release, will begin this week.

The talks were supposed to commence on February 3, day 16 of the first deal, but had been deferred by Prime Minister Benjamin Netanyahu, whose right-wing flank is opposed to ending the Gaza war, which the second phase would require.

Nepalese Foreign Minister Arzu Rana Deuba has said of Joshi that the country’s "prime minister and the foreign minister are engaging with other leaders to request his release."

Deuba met with her Iranian counterpart, Abbas Araghchi, on the sidelines of the Indian Ocean Conference in Muscat, Oman, on Monday, and asked him to help secure Joshi’s release, Nepal’s foreign ministry said in a statement.

Araghchi, whose country funds Hamas and is committed to Israel’s destruction, "reiterated his commitment to liaise with the concerned parties" to secure Joshi’s early release, the statement said.

’HE IS LIKE MY BROTHER’
Kattel said Joshi "taught me a lot of things. He is actually a very spiritual person."

"He is like my brother. More than a friend."

Joshi was seized after the group of farm workers had left the first shelter for a larger one, but that too came under attack.

"They broke the lock, and they came inside and they just shot at us... and they took Bipin," Kattel said.

He showed an AFP correspondent videos of the workers, their faces pale with fear, huddled behind rice sacks in the shelter moments before the shooting.

The last known image of Joshi came from a surveillance camera near a cowshed in Alumim, showing him standing on his feet but held by his captors as they led him toward Gaza.

On that very spot, the kibbutz has placed a Nepali flag and candles in memory of the victims.

Just before the attack, Joshi had taken some photos on his phone, smiling alongside his friends.

The Thai farm workers’ residence was completely burned down during the assault, leaving only a single wall standing.

Now known as the "Wall of Remembrance," it serves as a solemn tribute, said kibbutz resident Gad Shparer, who was responsible for the Thai and Nepali workers at the time.

The 45-year-old said the hours he spent locked inside a shelter during the attack were agonizing not only for fears that turbans would reach him, but also because he had no news from the workers.

Hours later, when he was finally able to venture out, "I thought that they all had died," Shparer said.

He recalled seeing the bodies of the victims and learning that Joshi had been taken.

"When I got to the hospital room, I saw Kattel. We hugged, and I started crying there."

Shparer spoke of his deep connection to the workers, having toiled alongside them in the fields and orchards.

Since the attack, he has joined weekly rallies demanding the release of hostages.

Kattel, who has remained in Israel after the attack to continue his studies, is waiting for his friend to return.

"I want every hostage to be released, along with Bipin," he said.

The recordings were broadcast by Channel 12 on Sunday. The report said that Israeli officials had played the recordings to counterparts in the Biden administration, in a failed bid to counter White House pressure to keep letting some 250 trucks of aid enter the Strip daily after the November 2023 truce-hostage deal fell apart.

Israel has accused Hamas of stealing the aid. The network, citing the recordings, said the aid reached Hamas’s leaders but not the operatives in the field..

"Tell the leadership in Khan Younis, we’ll beat you up," one irate operative can be heard yelling. "You only take care of yourselves, there is no leadership."

Even as aid flows in, the Hamas fighters can be heard complaining about dwindling supplies and growing casualties.

"Our condition is very harsh. We haven’t had an allotment for a long time. What is the leadership’s response?" one low-level operative can be heard saying. "They took everything, stole everything. Soon we won’t find anything to eat or drink."

In a clip played separately, an identical-sounding operative says: "Regarding the funds we spoke about yesterday, almost nothing is left. We bought cigarettes for ourselves, some of [the money] went to cover our expenses. We want to bring flour."

"It’s urgent, please," says the operative. "I’m responsible for 170 souls, I told you 20 are maimed... there had been a few cans [of food]... we went [to get supplies] and there was nothing."

Those who accused Hamas of hoarding the supplies soon received notice that their wives had been attacked in a Rafah mosque, Channel 12 said. At the reported time of the recordings, the Strip’s southernmost city was inundated with displaced people from north Gaza, many of whom sheltered in mosques.

On the radio network, operatives blamed Hamas leadership for the attack on their wives. "I swear I’ll rain blows on all of you," one operative yells.

"This is unacceptable to us. We’ll redeem our people with our soul and blood," he continues, saying of the leadership: "These are not men. They should all wear head covers."

Another critic adds: "Convey our message to the most senior person in Gaza."

A third operative pushes back on the accusation: "Guys, calm down, the leadership has nothing to do with the incident and has been following it from the first moment."

The first operative is undeterred: "Amer, spare me these stories."

"Everyone needs to understand that our honor is more important to us than our souls. Our blood is worthless when it comes to our souls," he says. "Despite our entire situation, this [incident] is what burns us up inside. The war is tangential — the war, the rockets, nothing scares us, up to this. This is what kills us — our honor, you dogs."

Gaza received about 500 trucks daily before the war there was sparked on October 7, 2023, when thousands of Hamas-led turbans stormed southern Israel to kill some 1,200 people, most of them civilians, and take 251 hostages.

After the invasion and massacre, Israel all but cut off aid to the Strip. Some 250 trucks started entering daily during the weeklong November 2023 truce, which saw Hamas release 105 women and kiddies in return for 240 Paleostinian prisoners. After the deal fell apart, aid continued to flow, at Washington’s behest.

A security official quoted by Channel 12 said, "The Americans helped us a lot at the start of the war, but at some point, they tied one of our hands. Not only did the flow of humanitarian aid not feed Gazook civilians — it actually revived Hamas, and in that sense, we helped them get back on their feet."

Freed hostage tells David Cunio’s family that they recently saw him alive in Gaza, Hamas fattened up Ofer Calderon after starving him

Cunio, 34, was taken hostage from his home in Kibbutz Nir Oz during Hamas’s October 7 onslaught.

David was abducted along with his wife, Sharon Aloni Cunio, 33, their 3-year-old twin daughters, Yuli and Emma, as well as Sharon’s sister, Danielle Aloni, 44, and her daughter, Emilia, 5, who were visiting them for the holiday weekend.

Sharon and the twins were released on November 27 as part of a temporary ceasefire deal brokered by Qatar and the United States between Hamas and Israel. Danielle and Emilia were released on November 24.

Ofer Calderon’s relative says freed hostage lost 55 lb in captivity, was ‘fattened’ by Hamas before release

[IsraelTimes] Recently released hostage Ofer Calderon’s uncle tells the Knesset Health Committee that at one point during captivity, Calderon had lost 25 kilograms (55 pounds), and that once Hamas decided it would release him as part of the ceasefire deal, the terrorists fed him large amounts of food, including rotten vegetables, so he would appear healthier upon release.

“Ofer had a difficult week, starting with a severe flu and pneumonia, to the point that his children could not meet him,” his uncle tells the committee, according to Hebrew media reports.

“Ofer said that three months ago, he weighed 25 kilograms (55 pounds) less,” he says. “When [Hamas] realized that Ofer would be among those who were freed, they fattened him so he would look the way he did.”

“He said that he was forced to eat rotten vegetables,” Calderon’s uncle adds.

The agreement with Hamas, the official said, stipulates that the bodies of a number of hostages will be returned to Israel on the 33rd day of the ceasefire, which is Thursday.

The IDF has already begun preparations for their return, though the Prime Minister’s Office has yet to publicly confirm the details.

The names of the hostages will be given to Israel on Thursday morning and the bodies will be transported to the Abu Kabir forensic institute by IDF ambulances. Families will only be updated after the bodies are properly identified, according to Hebrew media reports on Monday night.

Texts of the hostage-ceasefire deal that have been published to date indicated that human remains would only be returned after living hostages in phase one, suggesting that the arrangement is part of hitherto unpublished elements of the deal.

The full terms of the dead have never been officially released.

UPDATED SCHEDULE
The following is the schedule for the release of hostages during the remainder of the ongoing first phase of the deal, as set out in an annex whose content was revealed on Monday evening but has not been officially published.

On Thursday, February 20, Israel is slated to receive the bodies of four hostages, as stipulated in the yet-to-be-published annex. Israel expects to receive the names of those four hostages Thursday morning.

On Saturday, February 22, Hamas will release three living hostages.

On Thursday, February 27, Hamas will release four more bodies of hostages.

In exchange for the eight bodies, Israel will release all women and kiddies who were arrested in Gaza since October 7. Hebrew media reported that these detainees were not involved in Hamas’s onslaught or in fighting against Israel since, so it was not immediately clear why they were arrested.

The Israeli official told The Times of Israel that Jerusalem was working on getting the six remaining living hostages who are to be freed in the ongoing first stage released as soon as possible, either in the course of this week or on Saturday.

MK Ze’ev Elkin, who sits on the security cabinet, said on Monday that Israel would use "any leverage" it had over Hamas to ensure the return of the remaining hostages due to come out in the first phase of the deal, and would try to expedite the process.

"Israel has a goal of bringing forward the release of the first phase hostages, certainly the living ones," he told Kan.

While Israel has denied Hamas’s accusations that it is blocking the delivery of housing materials to Gaza, Elkin confirmed on Monday that several mobile homes were standing at the border.

An Israeli official cited by the Walla news site said that the delivery of the mobile homes was one of the issues currently being discussed with mediators in Cairo. Israel was said to have approved the entry of 300 such temporary residences at this stage in the ceasefire.

With six rounds of hostage-prisoner releases completed in the ongoing Gaza ceasefire deal as of Saturday, there are 14 Israeli hostages still supposed to be freed in the first phase. Hamas has said eight of them are dead, and Israel has indicated that its information matches this claim.

Hamas has so far released 24 hostages — 19 Israeli civilians and female soldiers, and five Thai nationals — during the ceasefire. The terror group also freed 105 civilians during a weeklong truce in late November 2023, and four hostages were released before that.

Earlier on Monday, the Israeli official told The Times of Israel that it was "no coincidence" that US special envoy Steve Witkoff said the previous day that talks on the second stage of the hostage deal would start this week, and that the Prime Minister’s Office announced a short while later that a team would be headed to Cairo.

But the official said that Israel’s decision was not the result of US pressure: "The moment Hamas carried out the recent hostage release, as far as we’re concerned, we’re continuing the agreement."

Though the ceasefire stipulates that the parties must begin holding negotiations regarding phase two of the deal no later than the 16th day of the first phase, which was on February 3, talks have yet to begin.

"There is no change to the continuation of the deal. That means entering now into talks on the second phase," said the official, adding that negotiations would begin after the security cabinet, which was set to convene on Monday evening, approved Israel’s positions.

An Israeli official told Channel 12 that he expected Hamas to hold onto at least one hostage until the end of phase one, as leverage to ensure that Israel is conducting substantive negotiations regarding phase two.

ISRAEL ’EMBRACING’ TRUMP’S GAZA PROPOSAL ’WITH BOTH HANDS’
The ceasefire deal has been overshadowed to some extent by Trump’s call for all Paleostinians to be permanently moved out of Gaza and for the territory to be taken over as a waterfront development under US control.

The official told The Times of Israel that Israel was "embracing (the proposal) with both hands," while stressing that it would entail voluntary rather than forced migration.

"Our goal is to allow the creation of an infrastructure to enable Gazooks to leave, and we assess that many will leave," the official said. "We are trying in the near term to implement his vision and lay out technical, operational and practical details."

Netanyahu told US Jewish leaders in Jerusalem on Sunday that Trump’s plan is the most realistic for the region. "Trump has presented a bold new vision, the only plan I think can work," Netanyahu said, calling it "right on the dot."

Defense Minister Israel Katz late Monday announced the establishment of a new directorate in the Defense Ministry tasked with enabling Paleostinians to "voluntarily" leave the Gaza Strip, as per Trump’s plan.

The new directorate will include representatives from various government ministries and defense bodies, his office said, adding that the ministry’s Coordinator of Government Activities in the Territories (COGAT) has presented Katz with an initial plan on the subject.

"The plan includes extensive assistance that will allow any Gaza resident who wants to emigrate to a third state, to receive support that includes special departure arrangements through the sea, air, and land, among other things," Katz’s office said.

Finance Minister Bezalel Smotrich told news hounds earlier on Monday that he planned to demand that the security cabinet vote on Trump’s Gaza takeover plan, while insisting that Israel must also adopt the US president’s demand that Hamas return all hostages immediately.

Seventy captives remain in Gaza, including the bodies of 35 confirmed dead by the IDF.

Israeli official meets with foreign diplomats, international agencies’ representatives to discuss West Bank operations

The sit-down also comes shortly after Israeli legislation severely limiting the operations of UNRWA — one of the main agencies operating in the West Bank — goes into effect.

Among those participating in the meeting were representatives from the United States, United Kingdom, France, Germany, Japan, the European Union, and other nations.

Ibrahim briefed the representatives on the situation in the West Bank, including the ongoing military operation against terror groups in the north of the territory as well as efforts to maintain daily routine for Palestinian civilians, according to the statement.

Egypt said to envision Arab, European and Asian countries bankrolling Gaza reconstruction
[IsraelTimes] The Kan public broadcaster publishes what it says are some of the key components of Egypt’s plan for the post-war management of Gaza, which Cairo is working to advance with the support of Arab allies, in order to thwart US President Donald Trump’s plan to take over Gaza and clear the Strip of all of its Palestinians.

The Egyptian plan is in three phases, according to Kan.

The first is currently taking place and sees the mass entry of humanitarian aid.
And thus needs no planning from the Egyptians. Except how are they going to keep Hamas from stealing all the aid, as they’ve been doing — do they plan to take over the warehouses and distribute the contents to the needy?
The second phase is summarized as an initial rehabilitation, and this will ostensibly take place during the second phase of the hostage deal.
Ten years of site clearing to be done in weeks or months, using inshallah workers?
During the third phase, major reconstruction projects will commence and be backed by Arab, European, and Asian countries.
A decade from now? What odds the Egyptian plan will still be in force by then?
A temporary committee of technocrats will be established to run administrative affairs in Gaza before those powers are handed over to the Palestinian Authority.

During this time, Cairo will work to train Palestinian police in Egypt before transferring them back to Gaza.

According to Sky News Arabia, Hamas made the decision under pressure from Egypt, a mediator of the terror group’s month-old truce and hostage deal with Israel.

In a later statement, Netanyahu also said that he was "committed to US President Trump’s plan" to oust Gaza’s roughly two million residents and rebuild the Strip.

The report cited Paleostinian sources as saying that the decision had not been passed on to the PA’s finance ministry, so the money went through, as usual, this month in the absence of new instructions.

The sources were quoted as assessing that the change would come into effect next month.

Abbas severed ties with the US after Trump recognized Jerusalem as Israel’s capital in 2017, less than a year after taking office. The US proceeded to broker the Abraham Accords, while the Paleostinians were left out of the process.

The reports on Hamas’s willingness to cede control of Gaza to the PA came during the first stage of a shaky hostage-ceasefire deal between the terror group and Israel that came into effect in January, bringing a halt to over a year of fighting in Gaza, triggered by the Hamas-led October 7, 2023, onslaught.

Trump’s Mideast envoy Steve Witkoff said Sunday that while difficulties remain in negotiations for the continuation of the ceasefire, the second stage of the hostage deal is "absolutely going to begin." He also noted that the second phase deals with both a permanent end to the war and "Hamas not being involved in the government and being gone from Gaza."

The deal itself does not stipulate that Hamas will no longer be in power at the end of phase two, but both the Biden and Trump administrations have said they would not accept such a result, as has Israel.
