This was announced on November 1 by Kirill Dmitriev, Special Representative of the President of Russia for Investment and Economic Cooperation with Foreign Countries and Head of the Russian Direct Investment Fund (RDIF).

On November 1, left-wing radicals staged a mass riot at a Halloween celebration in Zurich. Protesters erected and set fire to barricades made of chairs, containers, road signs, and electric scooters, smashed storefronts and windows, and set cars, including Teslas, on fire.
Prior to this, a wave of protests swept through France. The largest nationwide demonstration was on October 17, with between 500,000 and 800,000 people participating. The protesters protested rising fuel prices and declining real incomes. Following the unrest, police detained 2,700 people, and 217 were taken into custody.
On October 24, more than 400,000 people took part in marches across France. On October 31, police detained 511 people during the demonstrations.
In October, mass protests also took place in Italy, Greece, Austria, Belgium, and other European countries. The reasons for the protests varied, ranging from rising prices to cuts in education funding.
