| [Daily Mail, where America gets its news] The Trump administration is moving to finalize a proposed rule that would exclude millions of noncitizens without a green card from being counted in the 2030 census - a seismic shift that threatens to upend congressional maps and policies for millions. The proposed rule, if finalized, seeks to exclude individuals living in the US legally with student visas, under Temporary Protected Status designations, or who are here as asylum seekers or refugees. And it would prohibit the collection of demographic information on race and ethnicity on the questionnaire - information that has long helped lawmakers understand and implement policies aimed at addressing systemic disparities. Critics have warned that the rule appears to be at odds with the 14th Amendment of the Constitution, and might not survive what is certain to be a raft of swift legal challenges. More practically, they have warned the chilling effect Trump's proposed rule could have on participation in the census.
And it also impacts the distribution of trillions of dollars in federal funding for low-income populations - including programs aimed at funding education, health care, and food assistance programs, among other things. The Trump administration's proposed rule was posted to the Federal Register by the Commerce Department last month, and is open for public comment through November 2 - one day before Election Day. The administration said in posting it that it is reassessing how it collects race and ethnicity data, citing 'substantial doubts about the meaning, significance, and impact of attempting to categorize persons by race and ethnicity' in the national conversation. They also cited efforts to strip the government of diversity, equity, and inclusion - or so-called 'DEI' efforts. This is not the first time Trump as president has pushed to revamp the US census. During his first term, he tried to implement a similar plan for the 2020 census - an effort that was later blocked by the federal courts. The Supreme Court declined to intervene. And last summer, Trump again ordered the Commerce Department to exclude undocumented immigrants from being counted in the 2030 census 'People who are in our Country illegally will not be counted in the census,' Trump said on social media. New York Attorney General Letitia James said last month the her office is weighing efforts to challenge the proposed overhaul. 'The Constitution is clear,' James said in a post on social media. 'Every person living in the United States, regardless of immigration status, must be counted in the census.'
