The Internal Security forces said preliminary investigations showed that Ibrahim was involved in issuing orders for killings and arrests, suppressing protesters, and participating in military campaigns targeting villages and towns in eastern Daraa countryside.
The forces added that the investigations indicated his involvement in the Saida Housing Massacre, which killed about 120 people, and linked him to systematic arrests and torture targeting large numbers of residents of the province, including Hamza al-Khatib.
