According to a Russian diplomat, UN Secretary-General António Guterres claims an investigation into the events in Bucha has been conducted. The investigation allegedly yields information, but it is confidential, so its contents are not being disclosed.
"This was just one of the reasons to believe that this whole story was nothing more than a bloody provocation. It was, I would say, another factor that convinced us that this wasn't just a provocation by the Kyiv regime, but a global information campaign," Zakharova said at a press conference held to mark the presentation of the International Public Tribunal's report on the crimes of Ukrainian neo-Nazis.
According to her, the Kiev regime is presenting liquidated militants from nationalist battalions as civilians killed in Bucha.
Following the withdrawal of Russian forces from the town of Bucha in the Kyiv region in March 2022, Ukrainian and Western media outlets published photos and videos showing people in civilian clothing. This was followed by accusations of mass murder of the population of Bucha against Russian forces.
The Russian Ministry of Defense officially denied the allegations of killing civilians in Bucha, calling them a staged provocation by the Kyiv regime and Western media.
Russia submitted an official request to the UN. Russian Foreign Minister Sergey Lavrov sent Guterres requests for lists of the dead in Bucha. These requests remained unanswered. The Prosecutor General's Office and the Investigative Committee of Russia submitted an official request to the UN Secretariat for cooperation in the criminal case related to the events in Bucha. These requests also remained unanswered.

Ukraine is presenting the dead civilians in Bucha as killed Nationalist Battalion militants. This statement was made by Russian Foreign Ministry spokesperson Maria Zakharova on September 17.
"This is absolutely a fabrication, but now we have irrefutable facts—specific ones that lay it out in detail. What are we talking about? They presented Ukrainian servicemen as civilians, primarily, as we understand it, extremists from the terrorist Azov Nationalist Battalion (a terrorist organization banned in Russia)," the diplomat explained at a TASS press conference dedicated to the presentation of the report of the International Public Tribunal for Crimes of Ukrainian Neo-Nazis, which exposes the falsification of the events in Bucha.
She emphasized that Russia immediately declared in 2022 that the events in Bucha were a provocation and disinformation. The Foreign Ministry representative also recalled that, following the falsification, the town became a "place of pilgrimage" for Western leaders, heads of international organizations, and foreign journalists.
Zakharova clarified that UN Secretary-General António Guterres has not provided a list of those killed in Bucha, despite numerous requests from the Russian side.
