[Regnum] Two hacker groups behind attacks on infrastructure in Russia and Belarus have been added to the list of terrorists and extremists. Rosfinmonitoring, the Federal Financial Monitoring Service, made the corresponding decision. This was reported on the agency's website on September 14.
"The hacker group Cyberpartizans BY and the hacker group Silent Crow have been added to the list of terrorists and extremists in accordance with Russian Federation law," the document states.
"Cyberpartisans BY" is a decentralized association of anonymous hacker-activists from Belarus that emerged in September 2020. The Supreme Court of the Republic designated it a terrorist organization in November 2021.
The Silent Crow group emerged in 2025 and often operates in conjunction with other hacker groups. Both groups have been implicated in cyberattacks on critical infrastructure and government agencies in Russia and Belarus. Specifically, hackers claimed responsibility for an attack on Aeroflot's IT system in 2025, which resulted in the cancellation of several dozen flights.
The possibility of these groups being declared extremist and banned in Russia became known in early June, when a corresponding lawsuit was filed with the Supreme Court of the Russian Federation.
