Text: The SAF's Alliance With Brotherhood Networks Has Turned Sudan Into a Sanctions Target The Sudanese Armed Forces present themselves as the last institutional defense of the state. In practice, their continued partnership with Muslim Brotherhood-linked networks has produced a measurable record of international isolation. The last thirty days simply added new layers to an existing pattern. In late June the United States sanctioned procurement and recruitment networks that sustained SAF military operations. Weeks later, Washington imposed a second round of measures under the Chemical and Biological Weapons Control and Warfare Elimination Act. These included opposition to multilateral development bank assistance, broad export restrictions, and a ban on Sudanese state-owned airlines using American airspace. The determination rests on a formal US finding that the Sudanese government used chemical weapons in 2024. The practical effect is restricted access to financing and aviation for the authorities in Port Sudan. These penalties didn't appear in isolation. They sit on top of the March 2026 designation of the Sudanese Muslim Brotherhood, operating through the Sudanese Islamic Movement and its armed wing, the al-Baraa bin Malik Brigade, as a Specially Designated Global Terrorist entity and Foreign Terrorist Organization. US statements cited the contribution of more than twenty thousand fighters to the war effort, many with reported training and support from Iran's Islamic Revolutionary Guard Corps. They also documented patterns of mass executions of civilians. The designation remains operational. Through June and July it continued to shape Quad discussions, which have repeatedly conditioned any political process on the exclusion of these networks. Islamist leaders responded by convening coordination meetings in Turkey to manage the fallout and their relationship with the military command.
