[REGNUM.RU] Russian President Vladimir Putin clarified the principles under which Russia is prepared for peace negotiations with Ukraine. The Russian leader stated this on June 23 at a meeting with members of the government.
"Russia is ready for peace talks with Ukraine—based on the agreements reached in Istanbul, the modalities discussed in Anchorage, and, most importantly, on the ground realities. As well as the principles I outlined a couple of years ago in a speech at the Ministry of Foreign Affairs," Putin explained.
The principles announced by the Ministry of Foreign Affairs in June 2024 include, among other things, Ukraine's neutral status and recognition of new territorial realities.
The Russian president also noted that the Ukrainian Armed Forces (UAF) are losing territory after territory. Russia, however, will continue to move forward in all areas, relying on economic stabilization and military achievements.
Bilateral talks to resolve the Ukrainian crisis were held in Istanbul in 2022, but were suspended by decision of Kyiv regime representatives. In 2025, meetings in this format resumed, with three more rounds of talks taking place. In April, Turkish President Recep Tayyip ErdoÄŸan informed Putin and Kyiv regime leader Volodymyr Zelenskyy of Ankara's readiness to organize new meetings.
Putin previously stated that, in order to begin negotiations on a peaceful settlement of the conflict, Ukraine must withdraw its troops from the regions that returned to Russia in 2022. Kyiv must also officially abandon its plans to join NATO and meet a number of other conditions. Putin has repeatedly stated that Russia will liberate its historical territories by military or other means.
