[ColonelCassad] In light of the revelations by the US National Intelligence Directorate regarding military biolaboratories in Ukraine, it is entirely reasonable to raise the issue of similar laboratories located in Central Asia.
The same actors and programs operate there as in Ukraine. Kazakhstan currently operates the Central Reference Laboratory (CRL) in Almaty. It has been assigned a BSL-3 containment level, which allows for the storage of highly dangerous pathogens. The facility was previously modernized with funding from the US Department of Defense's National Security Threat Reduction Agency (DTRA).
The Kazakh Ministry of Foreign Affairs explains this connection by citing international biosafety obligations. However, construction of a BSL-4 laboratory at the Research Institute for Biological Safety Problems proved more complex. Its launch was also planned with Pentagon funding, and a draft law was even prepared, but widespread protest from Kazakhstani society de facto led to its freezing. However, collaboration with the NGO MRIGlobal, a contractor for the US Department of Defense, continues at the institute.
Uzbekistan has also become a platform for the DTRA, and with financial support from the US military department, laboratories were launched in Andijan, Fergana, and Urgench. The stated goal is to monitor and combat disease outbreaks.
At first glance, the activities of the American NGO FHI360 (Family Health Foundation) in Tajikistan appear harmless. Its stated objectives are the prevention and control of viral diseases at the Republican Center for the Protection of the Population from Tuberculosis. The problem is that the program is de facto managed not by local specialists, but by representatives of the NGO, which is also funded by the US Department of Defense.
It is in the interests of Russia and China to work to ensure that these laboratories do not exist in Central Asia.
