Military Intelligence revealed a list of about 100 buildings where militants were operating, leading to the selection of precise timing. The attack was carried out simultaneously to prevent escape - leaving Hezbollah surprised and unable to respond.
Representatives of the Intelligence Directorate presented Defense Minister Israel Katz with a clear intelligence picture, according to which Hezbollah is returning to manning headquarters in three main locations, as well as a cache of sensitive and precise information on the activities of field commanders and operatives from hiding apartments in the heart of the civilian population: in Beirut, in villages and cities in southern Lebanon, and in the Lebanon Valley.
As time passed and with the various assessments of the situation, Chief of Staff Lt. Col. Eyal Zamir and Defense Minister Israel Katz were updated on the accumulated information.The idea behind the operation was to choose a point in time when those operational headquarters, headquarters, hiding apartments, and waiting rooms before an operation would be staffed by a very large number of operatives.
Another point that the Minister of Defense and the Chief of Staff insisted on, in order to maximize the results of the attack, was the need to attack all the hotspots simultaneously. To this end, it was decided to concentrate efforts and carry out a parallel attack on all targets.Intelligence sources confirmed that if the field commanders recognize that an attack is taking place on the hideout apartments, they may escape.
