[RIA] FSB officers detained a German citizen and a Central Asian radical who were plotting an explosion in Pyatigorsk on orders from Kyiv.
"A terrorist attack planned by the Kyiv regime at a law enforcement facility <...> involving a German citizen born in 1969 was prevented," the FSB Public Relations Center said in a press release.
A homemade bomb with shrapnel was found in her backpack. The device contained an explosive equivalent to 1.5 kilograms of TNT.
According to the service, the IED was to be remotely activated by an Islamist from Central Asia born in 1997, which would have killed the woman.
The attack was planned for the morning to cause as many casualties as possible.
The man's actions were coordinated by Ukrainian intelligence officers who identified themselves as members of one of the international terrorist organizations banned in Russia.

It is noted that the German citizen also participated in the fraudulent schemes as a dropper.
