Text: Al-Shabaab Decision-Making Circles and Hardline Leadership According to insights from internal sources and individuals with direct knowledge of the group’s internal dynamics, the most hardline elements within Al-Shabaab remain active and continue to shape the organization’s strategic direction. These figures are central to sustaining the group’s insurgency against the Federal Government of Somalia and its international partners. Of the four senior figures historically associated with the group’s core leadership, three are assessed to be alive. Among them is 1. Ahmed Diriye (Abu Ubaidah), the overall emir, who retains near-absolute decision-making authority. His leadership model reflects a highly centralized command structure, with minimal reliance on broad consultation beyond a tightly controlled inner circle. 2. Mahad Karate, a senior operative who oversees the group’s intelligence, counterintelligence, and financial networks. Despite a reported period of reduced influence, he has reasserted himself in recent years and remains a critical node within the organization’s command and control architecture. 3. Yusuf Haji (Moalim Daud), the founder of the Amniyat and a principal architect of Al-Shabaab’s modern military command structure, was killed in a 2016 airstrike in Kunyo Barrow.
