I could not find a comprehensive list of Russian and foreign language Russian news outlet. According to this web page they include izvestia.ru. rt.ru, (and probably Russia Today), Sputnik. Banned outlets banned since March 2022 include NTV Mir, Rossiya 1, Perviy Kanal and NTV, STS and Kanal 5.
Newer sanctioned outlets include Eurasia Daily, News Front (where I get Russian language summaries for the daily reports from the Russian Ministry of defense, which I have posted since March of 2022) **, SouthFront (where some of my early work on the war in the Donbass is), the RuBaltic portal, and the online publication Lenta.ru, the Zvezda TV channel, Fondsk and the Foundation for Strategic Culture.
** For a time I was able to get summaries directly from the Russian Ministry of Defense official English language web page, but they stopped that. I can now access the Russian language version, but not the daily summaries they used to provide.
[IZ] French media regulator Arcom has demanded that Internet service providers block the websites of 35 Russian media outlets that are under European Union (EU) sanctions. This is evidenced by the release of the organization, published on its website on February 26.
"Arcom has demanded that Internet service providers, domain name resolution service providers, and search engines block and remove 35 sanctioned official Russian media sites from search results," the release says.
In addition, the media regulator demanded that four streaming platforms that provide access to Russian television and radio broadcasting services be removed from the search results.

Belgium, France, Germany and Switzerland were included in the anti-rating.
Chairman of the State Duma Vyacheslav Volodin noted on February 13 that European citizens are increasingly using the Russian media in search of the truth. According to him, they are tired of the "hypocrisy and lies of their heads of state" and therefore are increasingly opting for those sources of information "that are objective and unbiased." The politician linked the introduction of new sanctions against Russian news agencies to the European authorities' fear of the truth.
