the Republicans who voted for the effort were Susan Collins (ME), Lisa Murkowski (AK), and Rand Paul (KY).

In other words, the usual suspects. But it didn’t pass, and their voters are loyal, so they are helping the Republicans maintain control of the Senate even though they are unapologetically old-fashioned country club Republicans who have no intention of changing.
