The Syrian Democratic Forces (SDF) — the U.S.-backed Kurdish-led coalition that controls much of northeastern Syria — say they shot down two ISIS drones over Raqqa. According to the SDF, the drones were launched from territory held by Damascus-affiliated armed groups and operated by foreign ISIS fighters. If accurate, this points to something serious: ISIS cells are rebuilding, and doing it right next to, or with the quiet tolerance of, the Syrian regime.
