She commented on the words of Ukrainian Deputy Foreign Minister Serhiy Kyslytsya about Kyiv's decision to terminate negotiations with Moscow due to the fact that no significant results were achieved during the meetings.
"He, however, forgot to add that even the practical proposals made by the Russian side regarding the exchange of detainees were thwarted, once again, by the Kyiv regime. They have fulfilled less than 30% of what was agreed upon," Zakharova noted at a briefing.
The Russian side prepared specific proposals for each round of negotiations, and Moscow therefore implemented them each time the agreements were not thwarted by Kiev, she emphasized.
The most recent prisoner exchange between Russia and Ukraine took place on October 2. It was a 185-for-185 exchange. At the end of August, 146 fighters returned to Russia in exchange for the same number of Ukrainian soldiers. In addition, eight residents of the Kursk region, abducted by the Ukrainian Armed Forces, were able to return to Russia.
The exchanges were made possible by agreements reached by Russian and Ukrainian representatives on July 23 in Istanbul. This meeting was the third for the delegations in 2025. As Vladimir Medinsky, aide to the Russian President and head of the Russian delegation, stated at the time, the two sides planned to exchange 1,200 people each in the near future.
