Youtube.com requires its creators to add a warning about the use of AI
[Regnum] A package of bills introducing mandatory labeling of video content created using artificial intelligence technologies will be submitted to the State Duma. RIA Novosti reported this on November 14, citing available documents.
"Labeling isn't a restriction on freedom, but rather a protection for users from deception. Today, artificial intelligence is capable of creating visual images indistinguishable from reality. Without labeling, this becomes a tool for manipulation," the initiative's author, State Duma deputy Dmitry Gusev, told the agency.
The first draft law requires such videos to include a visible label and a machine-readable metadata tag. The second document introduces administrative penalties for violating these requirements: fines of up to 50,000 rubles for individuals and up to 500,000 rubles for companies. The author of the initiative believes this will help users distinguish real recordings from synthetic ones and prevent the spread of misinformation.
On October 27, former Minister of Information Technology and Communications and telecommunications expert Leonid Reiman announced the need to develop a framework for regulating artificial intelligence. He called this an important step, given the rapid adoption of AI in all spheres of life.
