Thanks to CA Senator Scott Wiener's Senate Bill 357, which was signed into law by Gavin Newsom, law enforcement can't do much.

"Five years ago, uniformed officers could have pulled up to a corner and apprehended a whole group of girls who were dressed in lingerie, hoping to recover minors among them," the NYT reported.

"But a 2022 bill repealed that law."

Pure evil.
And most, according to the report, runaways from the foster care system, willing to pay with their bodies to get love from their pimps that they got nowhere else. The tale is not new, nor over the generations has anything significant been done to improve it.
