Rwandan-backed M23 claimed to have added nearly 17,000 new fighters to its ranks since mid-September, effectively doubling its fighting force since early 2025 and making it the largest Rwandan-backed rebellion since the Second Congo War. M23's force generation efforts will likely further complicate peace efforts with the Congolese government.
