’s administration expanded its campaign against Harvard University on Monday as the Department of Health and Human Services said it would start a process that could lead to the school becoming ineligible for federal funding.HHS’ Office for Civil Rights said it had referred Harvard to the office within the department responsible for administrative suspension and debarment proceedings, a move that opened the door to the Ivy League school being barred from entering into contracts with all government agencies or receiving federal funding.
Its announcement came after the Office for Civil Rights referred the school to the US Department of Justice in July to address allegations that it failed to address discrimination and harassment against Jewish and Israeli students on its campus.
Paula Stannard, the director of the Office for Civil Rights, said her office had notified Harvard of its right to a formal administrative hearing, where an administrative law judge would determine whether it violated Title VI of the Civil Rights Act of 1964. It has 20 days to seek a hearing.
Cambridge, Massachusetts-based Harvard did not respond to requests for comment. The university has said it aims to combat discrimination.
Trump’s administration has launched a campaign to leverage federal funding to force change at Harvard and other universities, which the president says are gripped by antisemitic and "radical left" ideologies.
Harvard has sued over some of those actions, leading a judge to rule earlier this month that the administration had unlawfully terminated more than $2 billion in research grants awarded to the school. US District Judge Allison Burroughs in her ruling said that the Trump administration "used antisemitism as a smokescreen for a targeted, ideologically motivated assault on this country’s premier universities."
The administration has been seeking a settlement with Harvard. Trump, during a recent cabinet meeting, said the university should pay "nothing less than $500 million" as it had "been very bad."

. Protesters, including some Jewish groups, say their criticism of Israel’s actions in Gaza and in Paleostinian territories should not be characterized as antisemitism, and their advocacy for Paleostinian rights should not be equated with extremism.
Still, an internal report as well as an investigation conducted by the Trump administration found that Harvard’s campus had become an intensely hostile environment for Jewish and Israeli students and that the university had failed to address the social and academic issues that had contributed to the hostility.

U of California students, staff sue White House after funding cuts over antisemitism
[IsraelTimes] The Trump administration is using civil rights laws to wage a campaign against the University of California in an attempt to curtail academic freedom and undermine free speech, according to a lawsuit filed Tuesday by faculty, staff, student organizations, and every labor union representing UC workers. The coalition that sued is led by the American Association of University Professors union, or AAUP, and represented by Democracy Forward, a legal group that has brought other lawsuits against the Trump administration over frozen federal funds.
The lawsuit comes weeks after the Trump administration fined the University of California, Los Angeles $1.2 billion and froze research funding after accusing the school of allowing antisemitism on campus and other civil rights violations. It was the first public university to be targeted with a widespread funding freeze. The administration has frozen or paused federal funding over similar allegations against elite private colleges, including Harvard, Brown, and Columbia.
According to the lawsuit, the Trump administration has made several demands in its proposed settlement offer to UCLA, including giving government access to faculty, student, and staff data, releasing admissions and hiring data, ending diversity scholarships, banning overnight demonstrations on university property, and cooperating with immigration enforcement.
The US Department of Justice didn’t immediately respond to a request for comment, nor did the office of the UC system’s president.
Stett Holbrook, a spokesman for the University of California system, said that while the university is not involved in the lawsuit, it is part of numerous legal and advocacy efforts to restore and maintain funding.
The US government alleges that universities allowed antisemitism during campus anti-Israel protests. Protesters have said the government is wrongly equating their criticism of Israel’s actions in the Palestinian territories with antisemitism, and their advocacy for Palestinian rights with support for extremism.
The US Department of Education’s Office for Civil Rights has launched dozens of federal investigations also targeting K-12 school districts.
University of California president James Milliken said that the federal government has also launched investigations and other actions against all of the UC’s 10 campuses, but he offered no details in a statement.
“This represents one of the gravest threats to the University of California in our 157-year history,” he said, adding that the university system receives more than $17 billion each year in federal support, including nearly $10 billion in Medicare and Medicaid funding, and funding that goes toward research and student financial aid.
This summer, Columbia University agreed to pay $200 million as part of a settlement to resolve investigations into the government’s allegations that the school violated federal antidiscrimination laws. The agreement also restored more than $400 million in research grants. The Trump administration is using its deal with Columbia as a template for other universities, with financial penalties that are now seen as an expectation.
