The past 3 years have had similar downward adjustments in the total job count. These have been larger than adjustments before that.
I suspect parts of the problem are the rise of gig work, extended severance and some other issues rather than misfeasance (of course many employers don't respond to surveys on time or don't respond accurately because they don't understand the survey - but these conditions existed before the past few years)
