True. But as I recall, the concern at the time was that someone on the Ukraine side would sell the nukes to line their pockets instead of doing the work to keep them safe and secure. Given what we have seen in recent years in both Ukraine and Russia, that seems realistic. Would it have been better or worse for the world?
