Not sure where Ben Gvir led prayers. If it was at the edge of the enclosure near the western wall on the north side or at the edge near the southeast side that would be one thing.

However, if it were near the Dome of the Rock he is not just in violation of the status quo, he is in violation of the 1967 declaration of the Rabbinate on this subject.
