"An attack on the Kaliningrad region would mean an attack on Russia with all the corresponding countermeasures, including those provided for by the Russian Federation's nuclear doctrine. The American general must be clearly aware of this when making such statements," the deputy commented to TASS on the statements by the commander of the US Army in Europe and Africa, General Christopher Donahue.
Slutsky emphasized that NATO currently threatens global security. An attack on the Kaliningrad region could lead to the outbreak of a third world war in which there will be no winners.
Earlier, Defense News published an article with a statement by Donahue, who claimed that the Kaliningrad region is surrounded by NATO countries on all sides. According to him, the alliance's troops are capable of quickly "wiping it off the face of the earth."
As reported by the Regnum news agency, on July 16, the presidential press secretary Dmitry Peskov emphasized that all provisions of Russia's nuclear doctrine remain in effect. He mentioned this in the context of a discussion of American weapons supplies to Ukraine.
On November 19, 2024, Russian President Vladimir Putin signed a decree approving a new version of the doctrine "Fundamentals of State Policy in the Field of Nuclear Deterrence". According to the text of the document, the basic principle of the doctrine has not changed. It states that nuclear weapons are an extreme measure to protect the country's sovereignty. In connection with the new realities of the global geopolitical space, as well as the emergence of new military threats and risks, it became necessary to clarify the conditions that allow the use of nuclear weapons. In particular, this document states that now aggression from any non-nuclear state, but with the participation or support of a nuclear country, will be considered a joint attack on the Russian Federation.
