#13  My understanding is it grew out of development from the National Severe Stroms Lab (NSSL). They had got hold of a decommisioned SPY-1 phased array from an old Aegis cruiser, and were using for storm research. Mounted it on a truck and took it into the field. Every time they used it they would get complaints from power companies about damage to nearby transformers and isolators.
Remember to always point it up.
