[REGNUM] On Tuesday, 53-year-old Altai ex-official Vitaly Manishin confessed to the murder of ten more girls. It is believed that he is the famous “Barnaul maniac”, who massacred female students and applicants. But investigators took up this case again only 23 years later, after law enforcement agencies detained Manishin in May 2023 on another case.
