#2  Actually, they should have had better sense than to buy a house in one of those low lying areas and the local government would have only allowed building in those areas if they were a bunch of crooks.

Anyone who's been there long enough to know that every so often it does rain and low lying areas are subject to flash floods. How do you think all those ravines were formed?
