She underlined her role addressing 'root causes' in the Northern Triangle

Also announced U.S. will send additional $310 in aid to Central America

President Biden plans to send $4 billion to the region over four years

Remarks come as criticism mounts for Harris not yet visiting the border

Harris departed shortly after her speech for Milwaukee, Wisconsin where she will promote Joe Biden's proposed $2 trillion American Jobs Plan plan
