Lots of unrelated stuff before 5:30 mark in the video, where it starts to give some very interesting background data. Nitty gritty about how a seizure may have happened starts at the 8:10 mark. The remainder of the video after these details is also interesting. The server was CIA property, the facility in Frankfurt (in a EU zone) was a backup facility that was controlled by the CIA. The US military has authority in this case to seize the servers, so some guys walked in under the authority of the military and walked off with the server.
My interpretation is that the CIA and FBI were not informed of the seizure before it happened.
