Ed. That finned object is the flight controls package. The Tor M1 is guided by the radar on the launcher vehicle via a telemetry link and detonates on command. The HE-FRAG warhead is below the flight controls package in the missile body. It’s apparently an expanding rod design similar to the US AIM-9 Sidewinder warhead.
