Chancellor Angela Merkel vowed on Thursday to revive the failed EU constitution, but said the 25-nation bloc needed first to convince its people it was working to provide for their economic and social security. In her first major speech on Europe to the Bundestag lower house of parliament, Merkel urged a fundamental rethink of Europe's mission, saying its historical rationale, preserving peace after World War Two, was no longer enough to inspire people in the post-Cold War world.
