ISTANBUL - Istanbul Police Chief Celalettin Cerrah has said that the blast in the basement of a building in Caglayan district of Istanbul occurred while those people were making a bomb. One person was killed and 7 people were injured in the blast in the basement of Oral Business Center on Vatan street in Caglayan.
