Corruption and other vices of Saddam Husseinâs ousted regime could flourish in Iraqâs transition to a market economy and lead to âgreater injustice,â the United Nations warned on Saturday. âFundamental ethical and human rights concerns must prevail,â UN special representative to Iraq Sergio Vieira de Mello told a conference in Baghdad of World Bank and Iraqi officials. âThere is a real danger that corruption, a weak legal/judiciary system leading to a lack of accountability, in-built distortions and vices of the previous system, (such as) unfair privileges, economic and social discrimination, would not only persist but flourishâ during the transition. What kind of democracy would that be in which political and economic transformation leads to greater injustice?â Vieira de Mello asked. âDecisive and sustained reforms are important for the recovery of growth and should be accompanied by social policies designed to protect the most vulnerable groups until growth takes hold,â he said, stressing that investing in people was the âkey to growth."
