#1 Removing capabilities and resources from State control. Cause and effect? Yes, if you somehow link State Governors augmenting Texas efforts at the border, you may not be wrong.

More centralized power to come if the effort passes through the Congress.

#3 Title 10 USC says 'class one militia' is the National Guard. It's going to interesting how they try to work around that. BTW, all male citizens not in the Guard as listed as 'class two militia' (thus the 'draft' is the selective activation of that class).

#4 ...It's possible that too much is being read into this - these units aren't 'combat' in the first place; they're specialist technicians.

On the other hand, no USSF NG or Reserve exist just yet, so unless they're being activated it's not at all clear what Big Blue is thinking.
