Here's a thought.
Start weapons and small 1kg PE4 EOD blocks to IRAN opposition groups in IRAN. To support those gunning for the religious fanatics in power.

Because as it stands, now only 3 groups, all former or active Government types can have a weapon.
1. Well-educated Basij members.
2. Some retired members of armed forces.
3. Only volunteers who were a former member in good standing of 1 of those organizations, and only while working with those 2 groups.

In short Tehran does not trust it's citizenry having seen several massive uprising in the streets.

OBTW Side Note:
Remember... Obama pulled support for the Iranian uprising and the opposition groups in 2009. Those uprising were attended by literately 100's of 1000's.
